देवभूमि रजत उत्सव – 25 साल का सफर बेमिसाल, निरंतर प्रगति पथ पर उत्तराखंड

उत्तराखंड राज्य स्थापना के 25 वर्ष पूर्ण होने के उपलक्ष्य में आयोजित तीन दिवसीय देवभूमि रजत उत्सव एवं शीतकालीन चारधाम यात्रा पर आधारित कार्यक्रम के अंतिम दिन के कार्यक्रम का मुख्यमंत्री श्री पुष्कर सिंह धामी द्वारा दीप प्रज्वलित कर शुभारम्भ किया गया।

इस ऐतिहासिक अवसर पर मुख्यमंत्री ने प्रदेश की जनता को रजत जयंती वर्ष की हार्दिक शुभकामनाएं देते हुए उन सभी वीर शहीदों और आंदोलनकारियों को नमन किया, जिनके संघर्षों के फलस्वरूप उत्तराखंड राज्य का सपना साकार हुआ।

उन्होंने विशेष रूप से मातृशक्ति के योगदान की सराहना करते हुए कहा कि राज्य के निर्माण में महिलाओं की भूमिका अविस्मरणीय रही है और आज वे ही ग्रामीण अर्थव्यवस्था को नई ऊंचाइयों पर ले जा रही हैं। इस अवसर पर मुख्यमंत्री पुष्कर सिंह धामी ने उत्तराखंड आंदोलनकारियों को भी सम्मानित किया।

मुख्यमंत्री ने कहा कि आज पृथक राज्य बनाने में अहम भूमिका निभाने वाले और उत्तराखंड के गांधी स्व. श्री इंद्रमणि बडोनी जी की भी जयंती है बडोनी जी को नमन करते हुए उनके संघर्षों को याद किया। देवभूमि रजत उत्सव से रजत जयंती वर्ष पर आयोजित देवभूमि रजत उत्सव एवं शीतकालीन चारधाम यात्रा को प्रोत्साहन कर उत्तराखंड की सांस्कृतिक विरासत को संजोया जा रहा है।

आज शिक्षा, स्वास्थ्य, सड़क, विद्युत आदि सेवाओं को विकसित करने का कार्य किया जा रहा है। प्रधानमंत्री श्री नरेंद्र मोदी जी के लोकल फॉर वोकल, मेड इन इंडिया से देश को विकसित भारत बनाने का अभियान को गति दी जा रही है। प्रधानमंत्री जी के नेतृत्व में मुखवा हर्षिल से शीतकालीन यात्रा को प्रोत्साहन कर आज पूरे वर्ष पर्यटन को गति दी जा रही है। आज हमारी सरकार एक जिला एक फेस्टिवल पर कार्य कर रही है।

मुख्यमंत्री ने कहा कि प्रधानमंत्री के नेतृत्व में औद्योगिक क्षेत्र में गति लाने हेतु इन्वेस्टर समिट आयोजित कर 1 लाख करोड़ से अधिक के निवेश धरातल उतारकर औद्योगिक क्षेत्र को नई गति और सफलता प्राप्त की है। राज्य की स्थानीय अर्थव्यवस्था को मजबूती हेतु हाउस ऑफ हिमालयाज, हस्तशिल्प, स्वयं सहायता समूह, शिल्प और बुनाई आदि को विशेष पहचान दी जा रही है। अर्थव्यवस्था को बढ़ाने हेतु होमस्टे, लखपति दीदी, वेडिंग डेस्टिनेशन आदि कार्यों को गति देकर उत्तरकाशी जनपद में ही आज 12 हजार से अधिक लखपति दीदी बन चुकी है।

मुख्यमंत्री ने कहा कि हमारी सरकार के प्रयास से ही आज उत्तराखंड पलायन निवारण आयोग की रिपोर्ट में रिवर्स पलायन में लगभग 44 प्रतिशत की बढ़ोतरी हुई है। आज उत्तराखंड राज्य युवाओं को रोजगार देने के मामले में भी देश में अग्रणी है अभी तक हमारी सरकार ने 26 हजार 500 से अधिक युवाओं को योग्यता एवं पारदर्शिता के साथ नौकरी दी है। नीति आयोग द्वारा जारी सतत् विकास लक्ष्य इंडेक्स में उत्तराखंड देश का प्रथम राज्य बना है। मुख्यमंत्री ने कहा कि उत्तराखंड के साथ अस्तित्व में आए झारखंड और छत्तीसगढ़ राज्यों की तुलना में आज हम कुछ क्षेत्रों में बेहतर कार्य कर रहे हैं।

उन्होंने कहा कि जनपद की स्वास्थ्य सेवाओं को सुधार करने हेतु 23 करोड़ की लागत से उत्तरकाशी में 50 बेड का क्रिटिकल केयर यूनिट बन रहा है। 46 करोड़ की राशि से पुरोला में उपजिला अस्पताल का निर्माण किया जा रहा है। प्रत्येक गांव को सड़क मार्ग से जोड़ा जा रहा है। उत्तरकाशी में निर्माणाधीन सिल्क्यारा टनल का कार्य भी अंतिम चरण में है जिससे यमुनोत्री से गंगोत्री की दूरी कम होकर आम नागरिकों को सहूलियत के साथ पर्यटन को एक नई गति मिलेगी। मुख्यमंत्री ने कहा कि प्राकृतिक आपदाओं को रोकना तो असंभव है परन्तु अपनी तैयारियों को बेहतर कर उनके नुकसान को कम कर सकते है जिसके लिए अधिक ऊंचाई पर स्थित झीलों की निगरानी हेतु निगरानी सिस्टम लगाने पर कार्य हो रहा है। धराली आपदा पीड़ितों के लिए अपनी संवेदनाएं व्यक्त करते हुए उनके लिए सभी जरूरी कदम उठाने का आश्वासन दिया।

मुख्यमंत्री ने कहा कि हमारी सरकार ने समान नागरिक संहिता कानून, धर्मांतरण कानून, लैंड जिहाद, लव जिहाद आदि कानूनों को लागू कर सरकारी भूमि पर अवैध कबजे वाली भूमि को मुक्त कराया है और कहा कि देवभूमि की संस्कृति के साथ किसी को भी छेड़-छाड़ की इजाजत नहीं दी जाएगी। यूसीसी को लागू कर सभी के लिए एक समान कानून की व्यवस्था की है।

गंगोत्री विधायक सुरेश चौहान ने कहा कि उत्तराखंड 25 वर्ष पूरे कर आज हमारा राज्य शीतकालीन चारधाम यात्रा पर आधारित रजत जयंती वर्ष मना रहा है। उत्तराखंड निर्माण का सपना पूर्व प्रधानमंत्री अटल बिहारी वाजपेयी ने साकार किया था। जिसे आज प्रधानमंत्री नरेन्द्र मोदी और मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में देश का अग्रणी राज्य बनाने का कार्य किया जा रहा है। राज्य की अर्थव्यवस्था को बढ़ावा देने हेतु शीतकालीन यात्रा का प्रोत्साहन कर नई गति दी जा रही है।

आज कार्यक्रम में निबंध प्रतियोगिता व स्कूली छात्र-छात्राओं द्वारा सांस्कृतिक कार्यक्रमों के साथ ही चित्रकला, रंगोली, नृत्य और निबंध प्रतियोगिता में प्रथम, द्वितीय एवं तृतीय स्थान प्राप्त करने वाले छात्र-छात्राओं को सम्मानित किया गया। देवभूमि रजत उत्सव पर लगाई गई विकास प्रदर्शनी भी आकर्षण का केंद्र बनकर उभरी, जिसमें राज्य के पिछले 25 वर्षों के विकास सफर को चित्रों और वीडियो के माध्यम से दर्शाया गया है। ये डिजिटल प्रदर्शनियों ने लोगो को खूब अपनी और आकर्षित कर रही है। डिजिटल प्रदर्शनी में आधुनिक तकनीक, इंटरएक्टिव गेम्स एवं डिजिटल माध्यमों के जरिए उत्तराखण्ड की विकास यात्रा को प्रदर्शित जा रहा है।

सायंकाल में आज देवभूमि रजत उत्सव समारोह में संगीता ढौंडियाल व पांडावाज बैंड की मनमोहक प्रस्तुति प्रस्तुत की जाएगी। बीते दो दिनों में अजय भारती समूह, अज्जू तोमर व श्वेता महारा की रंगारंग प्रस्तुतियों ने लोगो को झूमने पर मजबूर कर दिया है।
