लैंड फ्रॉड पर आयुक्त दीपक रावत ने दिए जांच के निर्देश…

हल्द्वानी: आयुक्त/सचिव मा. मुख्यमंत्री दीपक रावत ने शनिवार को जनसुनवाई कर मौके पर शिकायतों का समाधान किया। इस दौरान भूमि विवाद, पारिवारिक विवाद व अतिक्रमण, सड़क, ब्याज में धनराशि देना, ट्रांसफर आदि से सम्बन्धित शिकायतें आईं।

शनिवार को जनता दरबार में जिले के बसगांव ग्राम से एक मामला सामना आया जिसमें गांव के मनोज सिंह ने लगभग 13 नाली 07 मुट्ठी भूमि मुरलीधर जोशी और जयकिशन जोशी से खरीदी है। मनोज सिंह ने बताया कि भूमि के असली मालिक से वह कभी नहीं मिले और सीधा इसी साल की 16 अगस्त को नैनीताल सब रजिस्ट्रार के यहां रजिस्ट्री के लिए मिले। इसके साथ ही उन्होंने रजिस्ट्री में 14 लाख का चेक सबूत के तौर पर लगाया है जिसे खरीदार ने अभी तक भुनाया नहीं है।

गांव वालों का कहना है कि जिसके नाम पर भूमि दर्ज है उन दो व्यक्तियों को पिछले 70 सालों में कभी नहीं देखा गया। मामले की संदिग्धता को देखते आयुक्त ने रजिस्ट्री में बेचने वालों के आधार कार्ड की मौके पर ई डिस्ट्रिक्ट मैनेजर से जांच कराई जिसमें दोनों के आधार कार्ड नम्बर फर्जी पाए गए। जो मोबाइल नम्बर खरीदार मनोज सिंह ने रजिस्ट्री में दिया है वह भी हरीश पांडेय नामक व्यक्ति का सामने आया। जिसके नाम पर उसी दिन जमीन की पावर ऑफ अटॉर्नी भी हुई है। जो सीधे तौर पर जमीनों की खरीद फरोख्त में धोखाधड़ी दर्शाता है इस पर आयुक्त ने मामले को लैंड फ्रॉड समिति में रखने, मामले की तह तक जाने और गहन जांच पड़ताल की बात कही।

धोखाधड़ी का ऐसा ही दूसरा मामला विदेश भेजने के नाम पर ठगी का आया है। पिथौरागढ़ थल के अशोक दिल्ली में एक होटल में काम करते थे। लगभग 1 साल पहले गुरजिंदर सिंह नामक व्यक्ति से होटल में मिले जिन्होंने उन्हें मॉस्को भेजने का वायदा किया। जिसके एवज में एक लाख 73 हजार रुपए लिए और मॉस्को भी नहीं भेजवाया। गुरविंदर सिंह ने आयुक्त के सामने गलती स्वीकार की और मौके पर अशोक को 40 हजार गूगल पे किए। बाकी रकम 10 दिन के भीतर देने की बात कही।

दो दिन पहले आयुक्त ने एमबीपीजी कॉलेज के पास 7:30 बजे के करीब जावेद नामक व्यक्ति को ओवरलोडिंग में पकड़ा था। वह अपनी स्कूटी से चार लोगों के सफर कर रहे थे जिस पर आयुक्त ने शनिवार को एआरटीओ के साथ सभी को कार्यालय में तलब किया। एआरटीओ ने बताया कि जावेद के पास ड्राइविंग लाईसंेस व वाहन का इंश्योरेंश नही था। जिस पर परिवहन विभाग ने कुल 6000 रूपये का जुर्माना लगाया गया साथ ही जावेद की स्कूटी भी एक माह के लिए सीज की गई।

आयुक्त ने कहा कि प्रशासन, पुलिस एवं परिवहन विभाग द्वारा समय-समय पर दोपहिया वाहनों के लिए दिशा निर्देश जारी किये जाते है जिससे कि दुर्घटनायें कम हों लेकिन कुछ लोग आज भी दोपहिया वाहनों में बिना हैलमेट एवं ओवरलोड होकर चलते है जो उचित नही है।

देवलचैड बन्दोबस्ती कालोनीवासियों ने बताया कि उनकी कालोनी मे 12 फीट का रास्ता था लेकिन अतिक्रमण के कारण बीच में रास्ता 3 फीट का कर दिया गया है जिससे आवागमन मे काफी परेशानियों का सामना करना पड रहा है। आयुक्त ने कहा उक्त की जांच के उपरान्त ही कार्यवाही की जायेगी।
