*स्वास्थ्य सचिव के हस्तक्षेप से दून मेडिकल कॉलेज में सफाई कर्मचारियों की हड़ताल समाप्त, सफाई व्यवस्था बहाल

दून मेडिकल कॉलेज में सफाई कर्मचारियों की हड़ताल, वेतन भुगतान में देरी और अस्पताल व्यवस्थाओं से जुड़ी लगातार मिल रही शिकायतों का प्रबंधन स्तर पर समाधान न होने पर स्वास्थ्य सचिव ने कड़ा संज्ञान लिया। स्वास्थ्य सचिव डॉ. आर. राजेश कुमार ने सचिवालय में उच्चस्तरीय समीक्षा बैठक बुलाकर दून मेडिकल कॉलेज अस्पताल प्रबंधन को फटकार लगाई और नाराजगी जाहिर की। उन्होंने स्पष्ट किया कि जनस्वास्थ्य से जुड़े संस्थानों में लापरवाही किसी भी स्थिति में स्वीकार्य नहीं है।

हड़ताल, वेतन देरी और सफाई व्यवस्था पर जवाब-तलब
स्वास्थ्य सचिव की अध्यक्षता में सचिवालय स्थित कक्ष में आयोजित बैठक में दून मेडिकल कॉलेज की प्रशासनिक और कार्यप्रणाली की गहन समीक्षा की गई। बैठक में निदेशक चिकित्सा शिक्षा डॉ. अजय आर्य, प्राचार्य गीता जैन, अपर निदेशक डॉ. आर.एस. बिष्ट, उपचिकित्सा अधीक्षक डॉ. नंदन सिंह बिष्ट सहित कॉलेज प्रशासन के वरिष्ठ अधिकारी मौजूद रहे। सफाई व्यवस्था से जुड़े प्रकरण को लेकर ठेकेदार फर्म अजमीरा फर्म के प्रतिनिधि को भी बैठक में बुलाया गया। बैठक की पृष्ठभूमि में सफाई कर्मचारियों की हड़ताल, वेतन भुगतान में देरी, सफाई व्यवस्था में कमी और मरीजों को मिल रही स्वास्थ्य सेवाओं की गुणवत्ता से जुड़ी शिकायतें रहीं। स्वास्थ्य सचिव ने एक-एक बिंदु पर अधिकारियों से जवाब तलब करते हुए कहा कि इस तरह की स्थिति न केवल प्रशासनिक विफलता है, बल्कि आम जनता के विश्वास के साथ भी खिलवाड़ है।

वेतन भुगतान के लिए स्पष्ट और अलग व्यवस्था के निर्देश
स्वास्थ्य सचिव ने निर्देश दिए कि उपनल के माध्यम से कार्यरत सफाई कर्मचारियों के लिए वेतन भुगतान की पृथक और समयबद्ध व्यवस्था सुनिश्चित की जाए। इसके तहत उपनल कर्मचारियों के भुगतान के लिए शासन को शीघ्र पत्र भेजने का निर्णय लिया गया। साथ ही अजमीरा फर्म से जुड़े सफाई कर्मचारियों को टेंडर की शर्तों के अनुसार पूर्ण वेतन समय पर देने के सख्त निर्देश दिए गए।

स्वास्थ्य सचिव के स्पष्ट निर्देशों और त्वरित निर्णय के बाद अजमीरा फर्म के सफाई कर्मचारियों ने शाम की पाली से अपनी हड़ताल वापस ले ली। उपचिकित्सा अधीक्षक नंदन सिंह बिष्ट और फर्म प्रतिनिधि मेहुल कुमार ने बताया कि अस्पताल में सफाई व्यवस्था पूरी तरह सुचारू हो चुकी है और मरीजों को किसी प्रकार की असुविधा नहीं हो रही है ।

भविष्य के लिए सख्त चेतावनी और निगरानी के निर्देश
बैठक के दौरान स्वास्थ्य सचिव ने दो टूक कहा कि सफाई, कर्मचारियों के हित और मरीजों की सुविधाएं सर्वोच्च प्राथमिकता हैं। भविष्य में यदि किसी भी सरकारी मेडिकल कॉलेज में इस प्रकार की लापरवाही सामने आई तो संबंधित अधिकारी और एजेंसी के खिलाफ कड़ी कार्रवाई की जाएगी। उन्होंने निगरानी तंत्र को मजबूत करने और अस्पताल व्यवस्थाओं की नियमित समीक्षा सुनिश्चित करने के निर्देश दिए। स्वास्थ्य सचिव ने कहा कि दून मेडिकल कॉलेज राज्य का प्रमुख चिकित्सा संस्थान है और यहां आने वाला प्रत्येक मरीज स्वच्छ, सुरक्षित और गुणवत्तापूर्ण स्वास्थ्य सेवाओं का अधिकारी है। इस जिम्मेदारी में किसी भी स्तर पर लापरवाही बर्दाश्त नहीं की जाएगी।
