मुख्य सचिव ने कहा कि पदोन्नति की प्रक्रिया को समयबद्ध एवं व्यवस्थित रूप से संपन्न कराने के लिए यह आवश्यक है कि सभी विभाग समय पर आंकलन कर निर्धारित प्रारूप में सूचनाएं भेजें, ताकि विभागीय पदोन्नति समिति की बैठक नियत समय पर आयोजित की जा सके। मुख्य सचिव ने यह भी स्पष्ट किया कि जिन पदों पर पात्र कार्मिक उपलब्ध नहीं हैं अथवा अन्य कारणों से पदोन्नति नहीं की जा सकी है, उनके संबंध में उचित कारणों का स्पष्ट उल्लेख किया जाना अनिवार्य होगा।
