खनन मंत्रालय, भारत सरकार द्वारा गुरुवार को जारी राज्य खनन तत्परता सूचकांक (State Mining Readiness Index – SMRI) में उत्तराखंड ने ‘सी’ कैटेगरी में अग्रणी स्थान प्राप्त किया है। यह उपलब्धि राज्य सरकार के खनन क्षेत्र में पारदर्शिता, दक्षता, सतत विकास और तकनीकी उन्नयन के प्रति किए जा रहे सतत प्रयासों का परिणाम है।
केंद्रीय बजट 2025-26 में की गई घोषणा के अनुरूप तैयार किया गया यह सूचकांक देश के विभिन्न राज्यों का मूल्यांकन खनन सुधारों, नीतिगत पारदर्शिता, पर्यावरणीय संतुलन, खनिज अन्वेषण क्षमता और प्रशासनिक दक्षता जैसे अनेक मापदंडों के आधार पर करता है।
इस सूचकांक में मध्य प्रदेश, गुजरात और राजस्थान को ‘ए’ कैटेगरी में, गोवा, उत्तर प्रदेश और असम को ‘बी’ कैटेगरी में तथा उत्तराखंड को पंजाब और त्रिपुरा के साथ ‘सी’ कैटेगरी में अग्रणी स्थान प्रदान किया गया है।
खनन मंत्रालय के अनुसार, यह सूचकांक राज्यों में खनन क्षेत्र में बेंचमार्किंग और सकारात्मक प्रतिस्पर्धा को प्रोत्साहित करने का कार्य करेगा, जिससे देशभर में खनन सुधारों की गति और पर्यावरण-अनुकूल नीतियों के क्रियान्वयन को और बल मिलेगा।
उत्तराखंड के खनन क्षेत्र में उल्लेखनीय सुधार
राज्य सरकार ने मुख्यमंत्री श्री पुष्कर सिंह धामी के नेतृत्व में खनन क्षेत्र में पारदर्शिता और जवाबदेही को सुनिश्चित करने के लिए कई महत्त्वपूर्ण कदम उठाए हैं। ई-नीलामी प्रणाली को और अधिक सशक्त किया गया है, जिससे खनन पट्टों के आवंटन में पारदर्शिता आई है। खनन से संबंधित प्रक्रियाओं को डिजिटाइज कर जनता और उद्यमियों के लिए प्रक्रिया को सुगम बनाया गया है।

इस अवसर पर मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि यह उपलब्धि उत्तराखंड सरकार के सशक्त शासन मॉडल, पारदर्शी नीतियों और जन केंद्रित दृष्टिकोण का परिणाम है। उन्होंने कहा कि राज्य सरकार का लक्ष्य विकास और पर्यावरणीय संतुलन के बीच सामंजस्य स्थापित करते हुए खनन क्षेत्र को सतत विकास की दिशा में अग्रसर करना है।
मुख्यमंत्री ने कहा, “हमारी सरकार ने खनन क्षेत्र में भ्रष्टाचार और अपारदर्शिता को समाप्त करते हुए एक उत्तरदायी और आधुनिक प्रणाली विकसित की है। राज्य के प्राकृतिक संसाधनों का दोहन नहीं, बल्कि उनका संवेदनशील प्रबंधन ही हमारी प्राथमिकता है।”
उन्होंने खनन विभाग के अधिकारियों और कर्मियों को बधाई देते हुए कहा कि यह उपलब्धि टीम उत्तराखंड के सामूहिक प्रयासों का परिणाम है।
मुख्यमंत्री ने कहा कि राज्य के राजस्व वृद्धि के संदर्भ में विशेष रूप से खनन विभाग ने उत्कृष्ट प्रदर्शन किया है। उन्होंने कहा कि राज्य के खनन राजस्व में हुई 800 करोड़ की अप्रत्याशित बढ़ोतरी इस बात का स्पष्ट प्रमाण है कि सरकार की नवीन खनन नीति प्रभावी, पारदर्शी और सशक्त रूप से लागू की गई है।
मुख्यमंत्री ने कहा कि हिमाचल प्रदेश और जम्मू-कश्मीर जैसे राज्यों के प्रतिनिधि व अधिकारी भी उत्तराखण्ड आकर खनन क्षेत्र में क्रियान्वित मॉडल का अध्ययन कर रहे हैं तथा यहाँ की नीतियों और व्यवस्थाओं को अपने-अपने राज्यों में लागू करने के प्रयास कर रहे हैं।
खनन विभाग ने बताया कि राज्य में खनन क्षेत्र के समुचित नियमन, सतत निगरानी और स्थानीय जनहितों की सुरक्षा के लिए ठोस कार्ययोजनाएं लागू की जा रही हैं। भविष्य में खनिज संसाधनों के वैज्ञानिक दोहन और पर्यावरण संरक्षण के बीच संतुलन को और मज़बूती प्रदान की जाएगी। उत्तराखंड सरकार का उद्देश्य है कि आने वाले वर्षों में खनन क्षेत्र में पारदर्शी प्रक्रियाओं, नवाचार और पर्यावरण संरक्षण के लिए देश में एक आदर्श राज्य के रूप में स्थापित हो।
