मुख्य सचिव आनंद बर्धन की अध्यक्षता में पूंजीगत निवेश हेतु राज्य को विशेष सहायता के लिए योजना (SASCI – स्पेशल असिस्टेंस टू स्टेट फॉर कैपिटल इन्वेस्टमेंट) 2025- 26 की समीक्षा बैठक की गई। बैठक में SASCI स्कीम की टाइड और अनटाइड दोनों तरह के मद से संचालित विकास कार्यों पर व्यापक चर्चा की गई।

मुख्य सचिव ने सभी विभागों को निर्देशित किया कि भारत सरकार द्वारा निर्देशित सुधार कार्यक्रमों को तेजी से लागू करें ताकि इसके अंतर्गत विकास कार्यों के लिए प्राप्त होने वाली धनराशि का राज्य के हित में समुचित उपयोग किया जा सके।

उन्होंने खनन, परिवहन, शहरी विकास, आवास, वित्त, परिवहन, राजस्व, कृषि विभाग इत्यादि विभागों को एक सप्ताह में SASCI स्कीम के कार्यों का रोड मैप और कार्य योजना विद टाइमलाइन प्रस्तुत करने के निर्देश दिए।

उन्होंने निर्देश दिए कि जो कार्य अधिक महत्व के हैं तथा जो कार्य शीघ्रता से पूरे किए जा सकते हैं ऐसे कार्यों को प्राथमिकता से लेना सुनिश्चित करें।

मुख्य सचिव ने सभी विभागों को निर्देशित किया कि जिन विभागों ने स्कीम के तहत विकास कार्यों को पूरा कर लिया है वे तत्काल उपयोगिता प्रमाण पत्र प्रस्तुत करना सुनिश्चित करें।

मुख्य सचिव ने खनन सेक्टर के रिफॉर्म के लिए खनन विभाग को निर्देशित किया कि माइनर मिनरल्स पॉलिसी निर्माण, दुर्लभ और परमाणु संयंत्र के लिए उपयोगी खनिज के सर्वे, स्टार रेटिंग सिस्टम तथा माइनर मिनरल्स ब्लॉक के ऑक्शन इत्यादि में तेजी से अग्रिम कार्रवाई करें।

नियोजन विभाग ने अवगत कराया कि इस वित्त वर्ष राज्य को अनटाइड फंड से 615 करोड़ रुपए की धनराशि प्राप्त होगी जबकि अन्य धनराशि की प्राप्ति विभिन्न विभागों द्वारा केंद्र सरकार द्वारा निर्देशित सुधारात्मक कार्यों की प्रगति पर निर्भर रहेगी।
