मुख्यमंत्री का भव्य रोड शो में जनप्रतिनिधियों, जनता ने फूल वर्षा व पुष्प मालाओं से किया स्वागत

देहरादून: मुख्यमंत्री पुष्कर सिंह धामी सोमवार को रुद्रपुर में आयोजित गल्ला मंडी से मेन बाजार होते हुए भव्य रोड शो के साथ कार्यक्रम स्थल गांधी पार्क पहुंचे। रोड शो में मुख्यमंत्री का रूद्रपुर की जनता, जनमानस, विभिन्न संगठनों, जनप्रतिनिधियों ने पुष्प वर्षा, फूल मालाओं, पुष्पगुच्छ से भव्य स्वागत किया।

मुख्यमंत्री ने गांधी पार्क रूद्रपुर में आयोजित सरकार के सेवा, सुशासन एवं विकास के 3 वर्ष पूर्ण होने पर जन सेवा थीम पर आधारित भव्य बहुउद्देशीय एवं चिकित्सा शिविर का भी अवकलोकन किया। मुख्यमंत्री ने इस अवसर पर लगभग 40 करोड़ की विभिन्न विकास योजनाओं का शिलान्यास एवं लोकार्पण किया जिसमें लगभग 30 करोड़ की 7 योजनाओं का शिलान्यास तथा 10 करोड़ की 7 योजनाओं का लोकार्पण शामिल है।

कार्यक्रम में मुख्यमंत्री नें वेंडिंग जोन में 15 गरीब रेडी, ठेली वालों को दुकानों की चाबियां सौपी। मुख्यमंत्री ने सेवा सुशासन एवं विकास के 3 साल पूर्ण होने पर जनपद की 9 विधानसभाओं हेतु 9 जन सेवा प्रचार रथों को हरी झंडी दिखाकर रवाना किया।

जन सेवा रथ प्रत्येक विधानसभा में आगामी 30 मार्च 2025 तक प्रचार-प्रसार कर योजनाओं की जानकारियां देगें। मुख्यमंत्री ने बहुउद्देशीय शिविर में स्टॉलो का निरीक्षण किया तथा दही मथकर मक्खन निकाला। उन्होंने स्टॉलो की सराहना भी की। रूद्रपुर वेंडिंग जोन व हंस स्पोर्ट्स अकादमी का शुभारम्भ करते हुए, मुख्यमंत्री ने स्वयं भी बैडमिंटन खेल में हाथ आजमाए।

मुख्यमंत्री ने उत्तराखण्ड राज्य स्थापना हेतु अपना सर्वस्व न्यौछावर करने वाले अमर बलिदानियों तथा आंदोलनकारियों को नमन करते हुए कहा कि हम राज्य आंदोलनकारियों के स्वपनों का उत्तराखण्ड बनाने की दिश में पूरे मनोयोग से जुटे हैं। उन्होंने कहा कि तीन वर्ष पूर्व जिस विश्वास के साथ राज्य की जनता ने हमें राज्य की जिम्मेदारी सौंपी थी, उस विश्वास पर हमारी सरकार खरी उतर रही है।

इन तीन वर्षों में, प्रधानमंत्री श्री नरेंद्र मोदी जी के मार्गदर्शन एवं सहयोग से हमारी सरकार ने प्रदेश में ’’सेवा, सुशासन और विकास’’ की एक नई गाथा लिखने का प्रयास किया है। हमने अपने कार्यकाल में एक ओर जहां, शहरों से लेकर सुदूर गांवों को सड़कों से जोड़ने का प्रयास किया है, वहीं ’’उड़ान योजना’’ के माध्यम से प्रदेश के लगभग दर्जनभर नगरों के लिए हेली सेवाओं की शुरुआत कर प्रदेश की एयर कनेक्टिविटी को भी मजबूत किया है। इसी प्रकार, हमनें प्रदेश में शिक्षा, स्वास्थ्य, पेयजल एवं खेल सहित सभी प्रमुख क्षेत्रों का इंफ्रास्ट्रक्चर मजबूत करने की दिशा में निरंतर कार्य किया है।

मुख्यमंत्री ने कहा कि हमने, उद्योग, पर्यटन, आयुष और खाद्य प्रसंस्करण सहित विभिन्न क्षेत्रों से संबंधित लगभग 30 से अधिक नई नीतियों को लागू कर प्रदेश के विकास को गति प्रदान करने के साथ ही रोजगार के अवसर सृजित कर पलायन की समस्या से निपटने की दिशा में भी काम किया है। इतना ही नहीं, हमारी सरकार द्वारा होम स्टे योजना, लखपति दीदी योजना और सौर स्वरोजगार योजना जैसी योजनाएं लागू कर स्वरोजगार को भी बढ़ावा दिया जा रहा है।

प्रदेश में लाखों गरीब परिवारों के लिए पक्का घर बनाने, निःशुल्क राशन वितरित करने, प्रतिवर्ष तीन गैस सिलेंडर प्रदान करने और वृद्धावस्था पेंशन को बढ़ाने के साथ ही पति-पत्नी दोनों को पेंशन की सुविधा देने जैसे अनेकों निर्णयों एवं योजनाओं के माध्यम से प्रदेश के अंतिम व्यक्ति तक पहुँचकर उनका जीवन बेहतर बनाने की दिशा में भी प्रयास किया जा रहा है।

उन्होंने कहा कि हमारी सरकार प्रदेश के किसानों के उत्थान एवं समृद्धि हेतु भी संकल्पित होकर कार्य कर रही है। आज जहां एक ओर, किसान सम्मान निधि योजना के अंतर्गत प्रदेश के लगभग 8 लाख से अधिक किसान भाइयों को आर्थिक संबल मिल रहा है, वहीं किसानों को सभी प्रमुख फसलों पर बढ़ी हुई एमएसपी देकर उनकी आय में बढ़ोत्तरी भी सुनिश्चित की जा रही है। इसके साथ ही, राज्य में दुग्ध उत्पादन, मधु उत्पादन, कृषि, बागवानी, सुगन्धित पौधों एवं फूलों की खेती के साथ-साथ मोटे अनाज की खेती को भी बढ़ावा दिया जा रहा है।

मुख्यमंत्री ने कहा कि चाहे प्रदेश में किसानों को तीन लाख रूपए तक का ऋण बिना ब्याज के देना हो, किसानों के लिए नहर से सिंचाई को बिल्कुल मुफ्त करना हो, या फिर फार्म मशीनरी बैंक् योजना के अंतर्गत कृषि उपकरण खरीदने पर 80 प्रतिशत की सब्सिडी देनी हो। हम प्रदेश के किसानों को उन्नत एवं समृद्ध बनाने की दिशा में निरन्तर प्रयासरत हैं।

उन्होंने कहा कि बांग्लादेश से विस्थापित होकर बड़ी संख्या में लोग हमारे उधमसिंह नगर जिले में भी रहते हैं, दुर्भाग्य की बात थी कि इस समाज के लोगों के जाति प्रमाण पत्र पर पूर्वी पाकिस्तान से विस्थापित लिखा जाता था।

मुख्यमंत्री ने कहा कि मुख्य सेवक के रूप में राज्य की सत्ता संभालने के बाद उन्होंने कहा था कि दशकों से बंगाली समाज के लोग यहां रहकर इसी मिट्टी की सेवा कर रहे हैं, इसलिए ये लोग भी हमारे अन्य नागरिकों की तरह ही हैं, इनके साथ भेदभाव बिल्कुल नहीं होने दिया जाएगा। हमने फैसला लिया कि इनके जाति प्रमाण पत्र में पूर्वी पाकिस्तान से विस्थापित होकर आए हैं, शब्द नहीं लिखा जाएगा।

मुख्यमंत्री ने कहा कि हमने नजूल भूमि पर बड़ी संख्या में बसे हुए बंगाली समाज के परिवारों को उनकी भूमि का मालिकाना हक दिया, ताकि वो बेफिक्र होकर अपना पक्का मकान बना सकें। उन्होंने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी जी के मार्गदर्शन में ऐतिहासिक ग्लोबल इंवेस्टर्स समिट के आयोजन के साथ-साथ जी-20 की अंतर्राष्ट्रीय स्तर की बैठकों के आयोजन तथा 38वें राष्ट्रीय खेलों का अभूतपूर्ण आयोजन कर हमने ये साबित किया है कि उत्तराखंड अब किसी से कम नहीं है।

उन्होंने कहा कि हमारे इन सभी कार्यों, नीतियों और योजनाओं का परिणाम है कि नीति आयोग द्वारा जारी वर्ष 2023-24 के सतत् विकास के लक्ष्यों् के इंडेक्स में उत्तराखण्ड को देश में प्रथम स्थान प्राप्त हुआ है, इतना ही नहीं, हमने प्रदेश की बेरोजगारी दर में रिकॉर्ड 4.4 प्रतिशत की कमी लाकर राष्ट्रीय औसत को भी पीछे छोड़ने का काम किया है।

मुख्यमंत्री ने कहा कि हमने राज्य में प्रति व्यक्ति आय के मामले में 11.33 प्रतिशत की वृद्धि दर्ज कर राष्ट्रीय औसत को भी पीछे छोड़ने का काम किया है। प्रदेश का विकास और समृद्धि सुनिश्चित करने के साथ ही हमारी सरकार देवभूमि उत्तराखंड के सांस्कृतिक मूल्यों और डेमोग्राफी को संरक्षित रखने हेतु भी संकल्पबद्ध होकर कार्य कर रही है, जिसके लिए प्रदेश में धर्मांतरण विरोधी कानून और दंगा विरोधी कानून लागू करने के साथ-साथ लैंड जिहाद, लव जेहाद और थूक जिहाद जैसी घृणित मानसिकता के खिलाफ भी कड़ी कार्रवाई सुनिश्चित की है।

मुख्यमंत्री ने कहा कि हमने प्रदेश की जनता से किए गए वादे को निभाते हुए देश में सबसे पहले समान नागरिक संहिता लागू कर सभी नागरिकों को समान अधिकार देने का ऐतिहासिक कार्य भी किया है। ये कानून विशेष रूप से हमारी मुस्लिम बहनों को विभिन्न प्रकार के उत्पीड़नों से मुक्ति दिलाने में मील की पत्थर सिद्ध होगा।

इतना ही नहीं, देश का सबसे सख्त नकल विरोधी कानून लागू कर परीक्षाओं में नकल की समस्या को जड़ से मिटाने के साथ ही नकल माफियाओं की रीढ़ तोड़ने का काम भी इन तीन वर्षों में किया है। पिछले तीन वर्षों में पूरी पारदर्शिता के साथ प्रदेश के 20 हजार से अधिक युवाओं को सरकारी नौकरी मिलना इस बात का सबूत है कि हमारी सरकार जो कहती है, उसे करने का पूरा प्रयास करती है।

मुख्यमंत्री ने कहा कि प्रदेश में महिलाओं को 30 प्रतिशत और राज्य आंदोलनकारियों को 10 प्रतिशत क्षैतिज आरक्षण देने का वो ऐतिहासिक कार्य भी किया है, जिसे पूर्ववर्ती सरकारों ने अपने राजनीतिक स्वार्थ के चलते ठंडे बस्ते में डाल दिया था। उन्होंने कहा कि आज यदि हम उधमसिंह नगर जनपद की बात करें तो, जहां एक ओर रूद्रपुर में मेडिकल कॉलेज का निर्माण किया जा रहा है, वहीं किच्छा में 351 करोड़ रूपए की लागत से 100 एकड़ भूमि पर एम्स ऋषिकेश के सैटेलाइट सेंटर का निर्माण कार्य भी प्रगति पर है। इसके साथ ही, हल्द्वानी से कई शहरों के लिए हेली सेवाएं शुरु करने के साथ-साथ हम पंतनगर में अंतर्राष्ट्रीय स्तर का हवाई अड्डा भी बना रहे हैं।

मुख्यमंत्री ने कहा कि 170 करोड़ रूपए की लागत से गदरपुर बाईपास और 95 करोड़ रूपए की लागत से खटीमा बाईपास का निर्माण कार्य पूरा करने के साथ ही 1152 करोड़ रूपए की लागत से रूद्रपुर बाईपास का निर्माण कार्य भी किया जा रहा है।

इसके अलावा जहां एक ओर खटीमा और किच्छा में बस अड्डे का निर्माण किया जा रहा है। वहीं करोड़ों रूपए की लागत से जनपद के रूद्रपुर और चकरपुर मे खेल स्टेडियम, बहुउद्देश्यीय हॉल, साइकिलिंग ट्रैक और एथलेटिक्स ट्रैक सहित विभिन्न प्रकार की खेल सुविधाओं का निर्माण किया गया है। जहां पर अभी हाल ही में आयोजित हुए 38वें राष्ट्रीय खेलों के दौरान कई प्रतियोगिताओं का सफलतापूर्वक आयोजन किया गया। इतना ही नहीं, आज जहां एक ओर, सितारगंज में मछली पालकों के लिए एक्वा पार्क बनाया जा रहा है, वहीं खुरपिया में एक स्मार्ट औद्योगिक नगर विकसित करने की प्रक्रिया भी गतिमान है। इस औद्योगिक नगर के स्थापित होने से न केवल उधम सिंह नगर बल्कि पूरे उत्तराखंड के हजारों लोगों को रोजगार के अवसर प्राप्त होंगे।

मुख्यमंत्री ने कहा कि देवभूमि में गोविंद घाट से हेमकुंड साहिब तक 12.5 किलोमीटर लंबे रोपवे का निर्माण लगभग 27 सौ करोड़ रुपए की लागत से कराये जाने को मंजूरी मिल चुकी है।

उन्होंने कहा कि हमारे लिए गर्व की बात कि प्रधानमंत्री श्री मोदी ने गोविन्द घाट से हेमकुंड साहिब तक बनने वाले रोपवे को विकास के 9 रत्नों में शामिल किया है। इस रोपवे के निर्माण के बाद हेमकुंड साहिब आने वाले श्रद्धालुओं की संख्या में बढ़ोत्तरी होगी, क्योंकि 19 किमी की पैदल चढ़ाई रोपवे से महज 45 मिनट में पूरी हो सकेगी। मुख्यमंत्री ने कहा कि जब तक हम उत्तराखंड को प्रत्येक क्षेत्र में अग्रणी और आत्मनिर्भर नहीं बना लेंगे, तब तक चौन से नहीं बैठेंगे।

मुख्यमंत्री ने जिन योजनाओं का शिलान्यास एवं लोकार्पण किया उनमें 494.89 लाख की लागत से गौशाला निर्माण, 60.11 लाख की लागत से बिगवाड़ा शमशान घाट में स्व0 शहीद वीरेन्द्र सिंह सामन्ती स्मृति में चाहर दीवारी, मुख्य द्वार, क्रियाघर जीर्णाेद्धार एवं टाईलिंग कार्य, 49.72 लाख से नगर निगम क्षेत्रान्तार्गत सब्जी मंडी का जीर्णाेद्धार, 39.89 लाख से 5 ग्रीन पार्क सौन्दर्यकरण, 165.09 लाख से 4 हाईटेक शौचालय निर्माण, 1801.93 लाख से कलेक्टेªट परिसर में जिला स्तरीय विकास प्राधिकरण कार्यालय भवन निर्माण व 317.90 लाख की धनराशि से निर्माणाधीन किच्छा नवीन बस अड्डा के मुख्य द्वारा पर आवगमन व निकासी हेतु पुलिया निर्माण कार्याे का शिलान्यास एवं 601.49 लाख से निर्मित वेन्डिंग जोन, 171.23 लाख से वेस्ट प्लांट निर्माण कार्य, 34.15 लाख की धनराशि से ट्रांजिट कैम्प में स्ट्रीट लाईट, 43.87 लाख से एबीसी सेंटर कार्य, 171.83 लाख की लागत से एफएसटीपी सेंटर कार्य व नगर निगम रूद्रपुर कार्यालय में कमांड सेंटर एवं स्वच्छता एप व नगर निगम जोनल कार्यालय का लोकार्पण शामिल है।

इस अवसर पर क्षेत्रीय विधायक शिव अरोरा, महापौर विकास शर्मा ने मुख्यमंत्री को क्षेत्र की विभिन्न समास्याओं से संबंधित लिखित मांग पत्र भी सौंपा। महापौर विकास शर्मा ने रूद्रपुर की कई समस्याएं गिनाते हुए अटरिया माता मंदिर का सौंदर्गीकरण, बगवाड़ा से तीन पानी डाम तक जाने वाली सड़क के किनारे नाले को कवर कर सड़क का चौड़ीकरण करने, मुख्य बाजार में बचे हुए फुटपाथ और नाले का निर्माण करने, शिवनगर मोड़ पर शॉपिंग काम्म्पलेक्स का निर्माण करने, ट्रांजिट कैम्प में सिटी पार्क बनाने, गंगापुर रोड का चौड़ीकरण करने, रूद्रपुर को स्पोर्ट सिटी के रूप में विकसित करने, नगर निगम को एंबुलेंस उपलब्ध कराने सहित 20 सूत्रीय मांगें रखी।

इस अवसर पर विधायक काशीपुर त्रिलोक सिंह चीमा, महापौर काशीपुर दीपक बाली, राज्य मंत्री अनिल कपूर डब्बू, प्रशासक जिला पंचायत रेनू गंगवार, अध्यक्ष नगर पालिका खटीमा रामू जोशी, जिला अध्यक्ष कमल जिंदल, पूर्व विधायक राजेश शुक्ला, डॉ0 प्रेम सिंह राणा, पूर्व मेयर रामपाल सिंह, आयुक्त कुमांऊ मण्डल दीपक रावत, जिलाधिकारी नितिन सिंह भदौरिया, एसएसपी मणिकांत मिश्रा, सहित पार्षद व क्षेत्रीय जनता उपस्थित थी।
