मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को टनकपुर के छीनीगोठ में आयोजित “मुख्यमंत्री सशक्त बहना उत्सव” में प्रतिभाग कर महिलाओं के आत्मविश्वास, उद्यमशीलता और पारंपरिक कौशल का उत्सव मनाया।
कार्यक्रम में पहुंचने पर मुख्यमंत्री ने महिलाओं और बेटियों के उत्साह को देखकर प्रसन्नता व्यक्त की। उन्होंने कहा कि “महिलाओं की भागीदारी से ही ‘विकसित उत्तराखण्ड’ का सपना साकार होगा। राज्य सरकार महिलाओं को केवल सहयोग नहीं दे रही, बल्कि उन्हें सशक्त और आत्मनिर्भर बनाने के लिए प्रतिबद्ध है।”
मुख्यमंत्री धामी ने उत्सव स्थल पर लगे विभिन्न लाइव स्टालों का अवलोकन किया और महिलाओं के श्रम व कौशल को प्रत्यक्ष रूप से अनुभव किया। उन्होंने न केवल प्रदर्शनी देखी, बल्कि महिलाओं की गतिविधियों में स्वयं भाग लेकर उन्हें प्रेरित किया।
मुख्यमंत्री धामी ने एक स्टाल पर जाकर महिलाओं के साथ पारंपरिक तरीके से मट्ठा बनाने की प्रक्रिया में भाग लिया। उन्होंने कहा कि पारंपरिक खाद्य पदार्थ हमारी संस्कृति और स्वास्थ्य दोनों से जुड़े हैं, इन्हें आधुनिक रूप में बाजार से जोड़ना समय की मांग है।
इलेक्ट्रिक कार्यों में संलग्न महिलाओं के स्टाल पर पहुंचकर मुख्यमंत्री ने महिलाओं के साथ दीपावली की लाइटों की सोल्डरिंग करते हुए “लोकल फॉर वोकल” के मंत्र को साकार रूप दिया। उन्होंने कहा कि “महिलाएँ अब केवल उपभोक्ता नहीं, बल्कि उत्पादक और उद्यमी बन रही हैं कृ यही आत्मनिर्भर भारत की असली तस्वीर है।” मुख्यमंत्री ने दीपावली पर महिलाओं द्वारा निर्मित अधिक से अधिक उत्पाद खरीदने का आह्वान किया।
मुख्यमंत्री ने कृषि आधारित गतिविधियों की सराहना करते हुए महिलाओं के साथ ओखल में धान कूटने की प्रक्रिया में भी सहयोग किया। उन्होंने कहा कि पारंपरिक कृषि पद्धतियाँ और हस्तनिर्मित खाद्य पदार्थ आज स्वास्थ्य, पर्यटन और ग्रामीण अर्थव्यवस्था से सीधे जुड़ रहे हैं। उन्होंने इस दिशा में महिलाओं के योगदान को प्रदेश की ग्रामीण अर्थव्यवस्था की रीढ़ बताया।
कार्यक्रम के दौरान मुख्यमंत्री ने स्थानीय व्यंजनों का स्वाद लिया और महिला समूहों द्वारा तैयार उत्पादों की भूरि-भूरि प्रशंसा की। उन्होंने कहा कि आने वाले समय में उत्तराखण्ड के हर जिले में ऐसे उत्सवों के माध्यम से महिलाओं के उत्पादों को मार्केट लिंक उपलब्ध कराया जाएगा।
मुख्यमंत्री ने महिला एवं बाल विकास विभाग द्वारा संचालित ‘महालक्ष्मी किट’ का वितरण लाभार्थी महिलाओं को किया। इसके पश्चात् उन्होंने बच्चों को अपने हाथों से बाल भोग खिलाया और उनसे आत्मीय बातचीत की। मुख्यमंत्री ने कहा कि “हर बच्चा स्वस्थ और शिक्षित हो कृ यही सशक्त समाज की पहली शर्त है।” उन्होंने आंगनबाड़ी कार्यकर्त्रियों और सहायिकाओं के योगदान की सराहना करते हुए कहा कि वे जमीनी स्तर पर पोषण अभियान और प्रारंभिक शिक्षा को सफल बनाने की सबसे मजबूत कड़ी हैं।
महिलाओं द्वारा संचालित लौह उद्योग स्टाल पर मुख्यमंत्री श्री धामी ने स्वयं चरखा चलाया, भट्टी गर्म की और लौह उत्पाद निर्माण की प्रक्रिया में सहभागिता की। उन्होंने कहा कि यह क्षेत्र भी महिलाओं की तकनीकी दक्षता और आत्मनिर्भरता का उदाहरण बन सकता है।
मुख्यमंत्री ने कहा कि राज्य सरकार महिला समूहों को सामूहिक उद्यमों, उत्पाद निर्माण, परिवहन सेवाओं और हस्तशिल्प क्षेत्रों में आगे बढ़ाने के लिए हर संभव वित्तीय, तकनीकी और विपणन सहयोग प्रदान कर रही है।
उन्होंने कहा कि “महिलाओं के सशक्तिकरण से ही राज्य सशक्त होगा। जब बहनें आत्मनिर्भर होंगी, तभी उत्तराखण्ड आत्मनिर्भर बनेगा।”
धामी ने कहा “नारी तू शक्ति है, नारी तू सृष्टि की मुस्कान है; जब नारी सशक्त होगी, तभी उत्तराखण्ड समृद्ध होगा।” उन्होंने सभी लोगों को दीपावली पर्व की अग्रिम शुभकामनाएँ देते हुए कहा कि “महिलाएँ लक्ष्मी स्वरूपा हैं, उनके सशक्त होने से परिवार, समाज और राष्ट्र सब सशक्त होते हैं।”
प्रधानमंत्री नरेंद्र मोदी के ‘नारी तू नारायणी’ मंत्र का उल्लेख करते हुए उन्होंने कहा कि केंद्र और राज्य सरकार मातृशक्ति के कल्याण हेतु निरंतर कार्यरत हैं। उज्ज्वला, जन धन, आयुष्मान भारत, प्रधानमंत्री आवास, बेटी बचाओदृबेटी पढ़ाओ तथा नारी शक्ति वंदन अधिनियम जैसी योजनाओं से महिलाओं को सशक्त बनाया गया है।
उन्होंने कहा प्रदेश में लगभग 70 हजार स्वयं सहायता समूहों के माध्यम से 5 लाख से अधिक महिलाएँ स्वरोजगार से जुड़ी हैं, जिनमें 1.65 लाख ‘लखपति दीदी’ बन चुकी हैं।
मुख्यमंत्री ने कहा कि सरकार महिलाओं के लिए सरकारी सेवाओं में 30 प्रतिशत आरक्षण लागू कर चुकी है तथा समान नागरिक संहिता लागू कर महिलाओं के अधिकारों की रक्षा का ऐतिहासिक कार्य किया गया है।
मुख्यमंत्री ने कहा कि राज्य सरकार युवाओं, माताओं और बहनों के सम्मान, सुरक्षा और स्वावलंबन के लिए पूर्णतः समर्पित है। उन्होंने मातृशक्ति से आह्वान किया कि वे ‘लोकल फॉर वोकल’ के मंत्र को जन आंदोलन बनाकर आत्मनिर्भर उत्तराखण्ड के निर्माण में सहभागी बनें।
