ऋषिकेशः केंद्रीय स्वास्थ्य और परिवार कल्याण मंत्री श्री जगत प्रकाश नड्डा ने आज एम्स ऋषिकेश के पांचवें दीक्षांत समारोह की अध्यक्षता की। सभा को संबोधित करते हुए, श्री जेपी नड्डा ने कहा कि ‘दीक्षांत समारोह एक विशेष अवसर है जो छात्रों की उपलब्धियों को मान्यता देता है।’ उन्होंने कहा कि देश के प्रत्येक गरीब व्यक्ति को सस्ती और गुणवत्तापूर्ण स्वास्थ्य सेवा प्रदान करना केंद्र सरकार की प्राथमिकता है।

जेपी नड्डा ने देश भर के एम्स संस्थानों की चिकित्सा शिक्षा और सेवाओं में उपलब्धियों को रेखांकित करते हुए कहा कि ‘इस सदी की शुरुआत तक, भारत में केवल एक एम्स था, वहीं आज, देश में 22 एम्स संचालित हो रहे हैं।’

उन्होंने कहा कि एम्स ऋषिकेश ने अपनी उत्कृष्ट सेवाओं के कारण स्वास्थ्य संस्थानों के बीच एक अद्वितीय पहचान बनाई है।उन्होंने नागरिकों के लिए विश्व-स्तरीय स्वास्थ्य सेवा प्रदान करने के लिए केंद्र सरकार की प्रतिबद्धता को दोहराया। उन्होंने कहा, ‘सरकार ऐसी स्वास्थ्य सेवा प्रदान करने पर केंद्रित है जो न केवल उपचारात्मक हो बल्कि निवारक, उपशामक और पुनर्वासिक भी हो।’

स्वास्थ्य क्षेत्र में केंद्र सरकार की उपलब्धियों को उजागर करते हुए, श्री नड्डा ने कहा, ‘‘आज, देश भर में 1.75 लाख आयुष्मान आरोग्य मंदिर संचालित हो रहे हैं जो स्वास्थ्य और कल्याण से संबंधित विभिन्न सेवाएं प्रदान कर रहे हैं। पिछले 10 वर्षों में मेडिकल कॉलेजों में 101 प्रतिशत की वृद्धि हुई है, और अब देश भर में कुल 780 मेडिकल कॉलेज हैं। एमबीबीएस सीटों में 130 प्रतिशत और पीजी सीटों में 138 प्रतिशत की वृद्धि हुई है।’’ उन्होंने आगे कहा, ‘इसी तरह, पैरामेडिक्स की जरूरतों को पूरा करने के लिए, 157 नर्सिंग कॉलेज भी स्थापित किए जा रहे हैं, जो मेडिकल कॉलेजों के साथ सह-स्थित होंगे।’

समारोह के दौरान, नड्डा ने एमबीबीएस, डीएम, एमएससी नर्सिंग, बीएससी नर्सिंग और बीएससी संबद्ध स्वास्थ्य विज्ञान कार्यक्रमों के 10 मेडिकल छात्रों को स्वर्ण पदक और डिग्री प्रदान की। दीक्षांत समारोह में कुल 434 छात्रों को डिग्री दी गई, जिनमें 98 एमबीबीएस छात्र, 95 बीएससी (ऑनर्स) नर्सिंग छात्र, 54 बीएससी संबद्ध स्वास्थ्य विज्ञान छात्र, 109 एमडी/एमएस/एमडीएस छात्र, 17 एमएससी नर्सिंग छात्र, 1 एमएससी मेडिकल संबद्ध छात्र, 12 मास्टर ऑफ पब्लिक हेल्थ छात्र, 40 डीएम/एमसीएच छात्र और 8 पीएचडी छात्र शामिल थे।

मुख्यमंत्री श्री पुष्कर सिंह धामी ने केंद्रीय स्वास्थ्य एवं परिवार कल्याण मंत्री एवं भारतीय जनता पार्टी के राष्ट्रीय अध्यक्ष श्री जगत प्रकाश नड्डा का स्वागत करते हुए कहा कि देश के स्वास्थ्य क्षेत्र को सशक्त बनाने की दिशा में अनेक कार्य हुए हैं। पिछले 10 साल में देश में स्वास्थ्य सेवाओं का तेजी से विस्तार हुआ है। देशभर में एम्स की स्थापना करना हो, राष्ट्रीय स्वास्थ्य नीति-2017 को लागू करना हो, आयुष्मान भारत योजना हो या फिर मेडिकल कॉलेजों में सीटों में बढ़ोतरी करना हो, अनेक योजनाओं एवं नीतियों केे माध्यम से भारत की स्वास्थ्य व्यवस्था को एक नई उंचाई प्रदान की गई है। उत्तराखंड में स्वास्थ सेवाओं के विकास के लिए निरंतर सहयोग देने पर उन्होंने केन्द्रीय स्वास्थ्य मंत्री का आभार व्यक्त किया।

मुख्यमंत्री ने कहा कि एम्स ऋषिकेश में ट्रॉमा सेंटर में पिक्चर आर्काइविंग एंड कम्युनिकेशन सिस्टम और सेंटर फॉर एडवांस्ड पीडियाट्रिक्स का लोकार्पण होने से स्वास्थ्य सेवाओं को और मजबूती मिलेगी। उन्होंने कहा कि आज एम्स ऋषिकेश में अत्याधुनिक मेडिकल जांच और उपचार की व्यवस्था के साथ ही विशेषज्ञ डॉक्टर की टीम द्वारा विभिन्न प्रकार के रोगों का इलाज किया जा रहा है। इस संस्थान में अब रोबोटिक सर्जरी, घुटनों के प्रत्यारोपण की सुविधा, उन्नत न्यूरोसर्जरी और रेडिएशन थेरेपी जैसी सेवाएँ भी संचालित की जा रही हैं। प्रधानमंत्री श्री नरेंद्र मोदी ने यहां पर हेली एंबुलेंस की शुरुआत कर उत्तराखंड के स्वास्थ्य क्षेत्र को एक नई उड़ान देने का कार्य किया। प्रधानमंत्री के मार्गदर्शन में उधम सिंह नगर जनपद में एम्स ऋषिकेश के सेटेलाइट सेंटर का निर्माण कार्य भी तेज गति के साथ चल रहा है।

मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के मार्गदर्शन और सहयोग से राज्य सरकार स्वास्थ्य क्षेत्र को मजबूत करने के लिए तेजी से कार्य कर रही है। प्रत्येक जनपद में एक मेडिकल कॉलेज बनाने का लक्ष्य रखा गया। टेलीमेडिसिन नेटवर्क और जन औषधि केंद्रों के माध्यम से जनता को सस्ती दवाइयां और आवश्यक इलाज उपलब्ध कराने के प्रयास किये गये हैं।

सरकारी अस्पतालों में 207 पैथोलॉजिकल जांच की सुविधा भी निःशुल्क दी जा रही है। अभी तक 29 लाख लोगों की निःशुल्क पैथोलॉजिकल जांच की जा चुकी हैं। राज्य में 14 लाख से अधिक लोगों का इलाज आयुष्मान भारत योजना के तहत हो चुका है। उन्होंने कहा कि उत्तराखण्ड की 05 हजार से अधिक ग्राम सभाएं टी.बी मुक्त हो चुकी हैं। चारधाम यात्रा के दृष्टिगत नये अस्पतालों का संचालन भी किया जायेगा।
