देहरादून: शहर में यातायात दबाव को कम करने और राजधानी की बुनियादी संरचना को बेहतर बनाने के लिए मा0 मुख्यमंत्री श्री पुष्कर सिंह धामी के संकल्प के तहत रिस्पना और बिंदाल नदी पर चार लेन एलिवेटेड कॉरिडोर का निर्माण किया जाएगा।

एलिवेटेड सड़क निर्माण को लेकर मंगलवार को राजपुर रोड़ स्थित वन मुख्यालय के मंथन सभागार में महत्वपूर्ण बैठक हुई। जिसमें लोक निर्माण विभाग के अधिकारियों ने प्रस्तावित एलिवेटेड कॉरिडोर सड़क का प्रस्तुतीकरण दिया और जन प्रतिनिधियों के बहुमूल्य सुझाव भी लिए।

इस दौरान कैबिनेट मंत्री गणेश जोशी, विधायक विनोद चमोली, विधायक उमेश शर्मा ‘काऊ’, विधायक सविता कपूर, विधायक बृजभूषण गैरोला, विधायक खजान दास, देहरादून मेयर सौरभ थपलियाल सहित जिलाधिकारी सविन बंसल, उप जिलाधिकारी कुमकुम जोशी और लोक निर्माण विभाग के वरिष्ठ एवं संबंधित अधिकारी मौजूद थे।

मा0 कैबिनेट मंत्री एवं विधायकों ने देहरादून शहर में यातायात सुविधा को बेहतर बनाने और पर्यावरण के अनुकूल रिस्पना और बिंदाल नदी का सौंदर्यीकरण के लिए एलिवेटेड कॉरिडोर निर्माण को जरूरी बताते हुए विस्तृत चर्चा की और इसमें आने वाली समस्याओं को दूर करने हेतु अपने बहुमूल्य सुझाव दिए। जन प्रतिनिधियों ने कहा कि देहरादून में मास्टर प्लान के तहत प्रस्तावित ड्रेनेज प्लान, रिवर फ्रंट डेवलपमेंट प्लान, विस्थापन और बस्तियों को जाने वाली सर्विस लेन का भी इस प्रोजेक्ट में विशेष ध्यान रखा जाना चाहिए।

एलिवेटेड प्रोजेक्ट के सफल क्रियान्वयन हेतु विशेष प्रयोजन इकाई (एसपीवी) गठित करते हुए इसमें एमडीडीए, नगर निगम, लोक निर्माण व रेवेन्यू विभाग के वरिष्ठ अधिकारियों सहित स्थानीय पार्षद, नगर विकास मंत्री और स्थानीय विधायकों को भी सम्मिलित किया जाए। ताकि परियोजना के निर्माण को प्राथमिकता, समयबद्धता और गुणवत्ता के साथ पूरा किया जा सके।

जिलाधिकारी सविन बंसल ने कहा कि एलिवेटेड कॉरिडोर के लिए फिजिबिलिटी स्टडी, समरेखण और ड्राफ्ट डीपीआर विभाग के माध्यम से तैयार करा ली गई है। आईआईटी रूड़की से हॉडड्रोलॉजिकल मॉडल स्टडी की जा चुकी है। रिस्पना और बिंदाल नदी के अंदर स्थित विद्युत लाइन, हाई टेंशन लाइन, सीवर लाइन और अन्य यूटिलिटी शिफ्टिंग के लिए विभागों का संयुक्त निरीक्षण हो चुका है तथा भूमि अधिग्रहण की प्रक्रिया चल रही है।

लोक निर्माण विभाग के मुख्य अभियंता रंजीत सिंह और अधिशासी अभियंता जीतेंद्र त्रिपाठी ने जानकारी दी कि रिस्पना नदी पर 11 किलोमीटर लंबी चार लेन एलिवेटेड कॉरिडोर प्रस्तावित है, जिसकी लागत 2500 करोड़ है। इसका प्रारंभिक बिन्दु रिस्पना सेतु (विधानसभा के पास) और समाप्ति बिंदु नागल ब्रिज है। इसमें मध्यवर्ती जंक्शन सहस्रधारा चौक और धोरण-आईटी पार्क रोड है। वहीं चार लेन बिंदाल एलिवेटेड कॉरिडोर की लंबाई 15 किलोमीटर और लागत 3750 करोड़ है। इसका प्रारंभिक बिंदु बिंदाल ब्रिज (कारगी चौक के पास) और समाप्ति बिंदु राजपुर रोड़, साई मंदिर के पास है। इसमें मध्यवर्ती जंक्शन लाल पुल चौक, बिंदाल तिराहा, विजय कॉलोनी और मसूरी डायवर्जन है।
