देहरादून: जिलाधिकारी सविन बंसल के नेतृत्व में आज प्रशासन की टीम द्वारा शहरी क्षेत्र में संचालित अर्बन पीएचसी पर तडके ही छापेमारी अभियान चलाकर व्यवस्थाएं देखी। जिला प्रशासन के औचक निरीक्षण से अर्बन पीएचसी में हड़कम मच गया।

डीएम समेत मुख्य विकास अधिकारी अभिनव शाह, एसडीएम हरी गिरी, एसडीएम अपूर्वा सिंह ने एक साथ अलग-अलग स्थानों सुबह 9 बजे से ही छापेमारी शुरू कर दी एक साथ छापेमारी से अर्बन पीएचसी में हड़कम मच गया। अर्बन पीएचसी में मानक के अनुरूप सुविधा एंव व्यवस्थाएं न होने पर अक्षांस/चित्रांश जेवीके प्रा0लि0 पर भारी अर्थदण्ड की कार्यवाही के साथ ही कम्पनी का अनुबन्ध निरस्त करने की मुख्य सचिव को संस्तुति की है।

जिलाधिकारी के नेतृत्व में जिला प्रशासन की टीम द्वारा सुबह ही छापेमारी अभियान चलाया डीएम ने अर्बन पीएचसी जाखन, गंाधीग्राम, मुख्य विकास अधिकारी ने चूना भट्टा, अधोईवाला, कारगी, उप जिलाधिकारी सदर ने रीठामण्डी, बकरालवाला, खुड़बुड़ा, सीमाद्वार, डिप्टी कलेक्टर मुख्यालय ने दीपनगर, माजरा, बीएस कालोनी में अवस्थित पीएचसी पर औचक निरीक्षण कर व्यवस्थाएं देखी।

पीपीपी मोड पर 12 शहरी अस्पताल; जन छल और जिला प्रशासन देहरादून ने सटीक प्रहार किया है आज प्रातः 9 बजे से ही डीएम समेत 04 प्रशासनिक टीमों का 12 पीपीपी शहरी अस्पतालों पर आज तड़के ही सुनियोजित छापामारी की कार्यवाही की।

इस दौरान डॉक्टर नदारद; एएनएम, एलटी, नर्स की भूतिया एंट्री मिली, दवाईंया आधी, सफाई सुरक्षा राम भरोसे नजर आई। फिर डीएम ने दागा कम्पनी पर भारी अर्थदण्ड तथा अनुबन्घ निरस्तीकरण की मुख्य सचिव को संस्तुति की जा रही है। बच्चों महिलाओं के टीका कोल्ड चैन निरंतरता हेतु अनिवार्य जनरेटर सेट्स भी अनुपस्थित नदारद मिला। केन्द्रो पर न तो पानी न मरीजों के बैठने की कोई भी समुचित व्यवस्था नही मिली। आधे केंन्द्र काल कोठरी में संचालित किए जा रहे हैं। अर्बन पीएचसी केन्द्रों में अव्यवस्थाओं की डीएम को शिकायत मिल रही थी।

जिलाधिकारी ने अर्बन पीएचसी जाखन एवं गांधीग्राम का निरीक्षण किया जिसमें मानक के अनुरूप स्टॉफ, चिकित्सक, नर्स, एएनएम नही पाए गए तथा पर्याप्त दवा, सफाई, उपकरण, मरीजों, तीमारदारों के लिए बैठने की व्यवस्था, पेयजल अदि व्यवस्थाएं नही पाई गई।

जिस डीएम मुख्य चिकित्साधिकारी को आवश्यक निर्देश दिए। जिलाधिकारी ने पर्याप्त स्टॉफ उपस्थित न रहने पर 3 माह की बायोमेट्रिक उपस्थिति विवरण प्रस्तुत करने के निर्देश दिए। डीएम ने दोना पीएचसी के शौचालय में सफाई व्यवस्था न होने पर नाराजगी जाहिर की तथा गांधी ग्राम पीएचसी में वाशवेसन में पानी नही मिला तथा पेयजल के लिए आरओ भी नही पाया गया। एएनएम, चिकित्सक उपस्थित नही पाए गए। मानक के अनुरूप दवाई नही पाई गयी।

मुख्य विकास अधिकारी अभिनव शाह ने बुधवार को देहरादून में चूना भट्टा, अधोईवाला और कारगी में पब्लिक प्राइवेट पार्टनरशिप पर संचालित प्राथमिक स्वास्थ्य केंद्रों का औचक निरीक्षण किया। जिनमें तमाम खामियां मिलने पर सीडीओ ने प्रबंधकों से जवाब तलब किया है। प्राथमिक स्वास्थ्य कें्रद अधोईवाल में उपस्थिति रजिस्टर जांच करने पर पीएचसी में चिकित्सक, 04 एएनएम, लैब टेक्नीशियन और अस्पताल प्रबंधक गायब मिले।

पीएचसी मात्र एक एएनएम और वार्ड आया के भरोसे पाया गया। हालांकि आनन फानन में चिकित्सक अस्पताल पहुंचे। पीएचसी में टीकाकरण, वेलनेस, ओपीडी पंजीकरण और आपातकालीन सेवाओं की जांच करने पर रेफर मरीजों का रजिस्टर तक मेंटेन नही मिला। बायो मेडिकल वेस्ट को सामान्य वेस्ट के साथ ही डिस्पोजल होना पाया गया। लैब की व्यवस्थाओं में भी कई खामियां सामने आई।

इसी प्रकार सीडीओ प्राथमिक स्वास्थ्य केंद्र चूना भट्ट पहुंचे। यहां मेडिकल स्टॉक के जांच करने पर स्टॉक में खामियां मिली। अस्पताल में ऑक्सीजन सिलेंडर व कंसंट्रेटर तो रखा मिला लेकिन उसको चलाना किसी भी स्टाफ को नही आया। अस्पताल में इनवर्टर में सिंगल बैटरी लगी थी, जिससे लाइट जाने पर फ्रिज में रखी दवाइयां खराब हो सकती है। अस्पताल में पानी का आरओ खराब मिलने के साथ दीवारों पर मकड़ी के जाले व सफाई व्यवस्था में तमाम खामियां मिली।

निरीक्षण के दौरान अर्बन पीएचसी में मानक के अनुरूप व्यवस्थाएं नही पाई गई, पर्याप्त चिकित्सक, एएनएम, नर्स, उपकरण, सफाई व्यवस्था, दवाईयां, टीकाकरण कक्ष, बैड, भवन आदि व्यवस्थाएं एमओयू के मानक के अनुसार नही पाई गई तथा कई केन्द्रों पर मरीजों, तीमारदारों के लिए बैठने की व्यवस्था, पीने का पानी, जनरेटर, दवाई इजैक्शन रखने को डीप फ्रीजर नही पाए गए तथा चिकित्सक भी अनुपस्थित पाए गए। जिला प्रशासन भारी अर्थदण्ड की कार्यवाही के साथ ही मुख्य सचिव से कम्पनी का अनुबन्ध निरस्तीकरण करने की संस्तुति की तैयारी में है।

डीएम को जनमानस एवं विभिन्न माध्यमों से शिकायत प्राप्त हो रही हैं कि पीपीपी मोड पर संचालित अस्पतालों में अनुबन्ध के अनुसार स्टॉफ लैब टैक्निशियन, नर्सेस पर्याप्त न होेना, दवाई वितरण में खामिया तथा बाहर से दवाई लिखना, पीएचसी के मानकों के अनुसार पर्याप्त स्थान न होना, पैथोलॉजी लैब में जितनी जांच दर्शाई गई हैं, वह नही होना, बेहद खराब सफाई व्यवस्था आदि शिकायत प्राप्त हो रही थी।
