देहरादून: मुख्य सचिव आनन्द बर्द्धन ने सोमवार को सचिवालय में सिंचाई एवं लघु सिंचाई विभाग की समीक्षा की। मुख्य सचिव ने दोनों विभागों की प्रदेश में संचालित विभिन्न योजनाओं की विस्तार से जानकारी ली। समीक्षा बैठक के दौरान सचिव श्री आर. राजेश कुमार ने विस्तृत प्रस्तुतीकरण दिया।

सिंचाई विभाग की समीक्षा के दौरान मुख्य सचिव ने कहा कि विभाग की बड़ी परियोजनाओं के कार्य निर्धारित तिथि के भीतर पूर्ण किया जाए। उन्होंने सभी कार्यों की प्राथमिकता निर्धारित किए जाने की बात कही। कहा कि जिन क्षेत्रों में सिंचाई एवं जल संरक्षण की अत्यधिक आवश्यकता है, उन्हें प्राथमिकता दी जाए। उन्होंने कहा कि कार्य शुरू होने से लेकर पूर्ण होने तक के प्रत्येक कार्य की तिथि पूर्व से निर्धारित की जाए एवं तय समय-सीमा के भीतर कार्यों को पूर्ण करने हेतु सचिव एवं विभागाध्यक्ष के स्तर पर लगातार अनुश्रवण किया जाए।

मुख्य सचिव ने कहा कि प्रदेश के सिंचित एवं असिंचित क्षेत्र की माप के लिए आधुनिक तकनीक को प्रयोग किया जाए। उन्होंने नहर, नलकूप एवं लिफ्ट नहर आदि को ग्राम पंचायत समितियों के माध्यम से संचालित किए जाने के निर्देश दिए। उन्होंने सिंचाई अनुसंधान संस्थान द्वारा प्रदेश में सिंचाई क्षमता एवं अच्छी खेती वाले क्षेत्रों को चिन्हित किए जाने के निर्देश दिए। उन्होंने कहा कि नहरों के मरम्मत कार्यों के लिए प्राथमिकताएं निर्धारित की जाएं। ऐसे क्षेत्र जहां सिंचाई की आवश्यकता अधिक है उन क्षेत्रों को प्राथमिकता देते हुए योजनाएं तैयार की जाएं।

मुख्य सचिव ने नलकूप एवं लिफ्ट नहर जैसी योजनाओं के लिए सौर ऊर्जा संयंत्रों पर फोकस किए जाने के निर्देश दिए। उन्होंने सिंचाई विभाग की खाली पड़ी जमीनों पर अपनी क्षमता के अनुसार सौर ऊर्जा संयंत्रों को स्थापित किए जाने की बात कही। उन्होंने विभाग के लिए इस वर्ष 01 मेगावाट सौर ऊर्जा का लक्ष्य निर्धारित किया। कहा कि इससे विभाग के विद्युत बिलों में कमी आएगी।

लघु सिंचाई विभाग की समीक्षा करते हुए मुख्य सचिव ने ड्रिप एवं स्प्रिंकल योजना पर फोकस किए जाने के निर्देश दिए। उन्होंने कहा कि प्रदेश के भूजल की कमी वाले स्थानों में पानी की बचत के लिए ड्रिप एवं स्प्रिंकल योजना अत्यधिक लाभप्रद होगी। उन्होंने पर्वतीय क्षेत्रों में सौर ऊर्जा से संचालित होने वाली लघु सिंचाई योजनाओं को बढ़ाए जाने की बात कही।

मुख्य सचिव ने कहा कि जमरानी, सौंग एवं बलियानाला लैंडस्लाईड ट्रीटमेंट जैसे बड़ी एवं महत्त्वपूर्ण परियोजनाओं के लिए सचिव स्तर पर मासिक एवं विभागाध्यक्ष स्तर पर साप्ताहिक अथवा पाक्षिक अनुश्रवण किए जाने के निर्देश दिए। उन्होंने विभाग की अल्पकालिक, मध्यकालिक एवं दीर्घकालिक योजनाओं के लक्ष्य बढ़ाए जाने की बात भी कही। कहा कि लक्ष्य बढ़ाने के साथ ही कार्यों को निर्धारित समय-सीमा में पूर्ण कराए जाना भी सुनिश्चित किया जाए। मुख्य सचिव ने डॉ. श्यामा प्रसाद मुखर्जी जलाशय के निर्माण के लिए वन एवं पर्यावरण आदि की क्लीयरेंस में तेजी लाए जाने के निर्देश दिए।

इस अवसर पर सचिव श्री आर. राजेश कुमार ने कहा कि जल संचयन, संवर्धन, पेयजल, सिंचाई हेतु बांध, बैराज, जलाशय एवं चैकडैम आदि का निर्माण कार्य कराया जा रहा है। उन्होंने कहा कि जमरानी बांध बहुउद्देशीय परियोजना का कार्य जून, 2024 को शुरू हुआ था, जिसे मार्च, 2030 तक पूर्ण किए जाने की योजना है। उन्होंने कहा कि परियोजना की अनुमानित लागत ₹ 3808.16 करोड़ है। उन्होंने बताया कि सौंग बांध पेयजल परियोजना का कार्य नवम्बर, 2024 को शुरू हुआ। परियोजना को दिसम्बर, 2029 तक पूर्ण कर लिया जाएगा। उन्होंने बताया कि योजना की अनुमानित लागत ₹ 2491.96 करोड़ है। उन्होंने कहा कि आई.आर.आई, रूड़की को जलागम विभाग के द्वारा स्रोत एवं नदी पुनरोद्धार प्राधिकरण के अन्तर्गत विभिन्न जनपदों में वर्षा आधारित नदियों, जलधाराओं के पुनर्जीवीकरण एवं उपचार कार्यों से इन नदियों, जलधाराओं के प्रवाह में आए प्रभावों का सतत् आकलन करने हेतु कार्यदायी संस्था नामित किया गया है।

इस अवसर पर सिंचाई विभाग से सुभाष चंद्र पाण्डेय एवं लघु सिंचाई से बृजेश कुमार तिवारी सहित अन्य वरिष्ठ अधिकारी उपस्थित थे।
