देहरादून: मौसम की तमाम चुनौतियों तथा विषम परिस्थितियों की परवाह न करते हुए माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी बुधवार को धराली में ग्राउंड जीरो पर पहुंचे और प्रभावित परिवारों से मुलाकात कर, हर संभव सहायता का भरोसा दिलाते हुए, राहत कार्यों की समीक्षा की। मुख्यमंत्री ने मौके पर राहत एवं बचाव कार्यों में जुटे कर्मियों से भी भेंट की। उन्होंने अधिकारियों को निर्देश दिए कि राहत सामग्री समयबद्ध तरीके से प्रभावितों तक पहुंचे। उन्होंने कहा कि राहत कार्यों को गति देने के उद्देश्य से दो हेलीकॉप्टरों के माध्यम से आवश्यक खाद्य और राहत सामग्री धराली क्षेत्र में पहुंचाई गई है। उन्होंने कहा कि राज्य सरकार की प्राथमिकता प्रत्येक प्रभावित व्यक्ति तक राहत पहुंचाते हुए, सामान्य स्थिति बहाल करना है।

यूकाडा के हेलीकॉप्टर निभा रहे महत्वपूर्ण भूमिका, रेस्क्यू टीमें पहुंची धराली
देहरादून। इस पूरे रेस्क्यू अभियान में यूकाडा के हेलीकॉप्टर महत्वपूर्ण भूमिका निभा रहे हैं। मौसम की चुनौतियों के बीच बुधवार को यूकाडा के हेलीकॉप्टरों की कुल 07 सार्टी हुईं। इनमें से पहली सार्टी में माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी ग्राउंड जीरो पर पहुंचे। दूसरी सार्टी के जरिये जिलाधिकारी उत्तरकाशी तथा एसपी उत्तरकाशी घटनास्थल पर पहुंचे। वहीं अन्य सार्टी में जिला प्रशासन की टीम, एसडीआरएफ, एनडीआरएफ के कुल 22 लोग ग्राउंड जीरो पर पहुंचे। एनडीआरएफ के 28 जवान भी 02 सेटेलाइट फोन के साथ यूकाडा के हेलीकॉप्टरों के जरिये धराली पहुंच चुके हैं। वहीं यूकाडा के हेलीकॉप्टरों ने सेना के ले. कर्नल समेत 10 जवानों का धराली से रेस्क्यू किया है। सेना के 02 घायलों को हेलीकॉप्टर से हायर सेंटर भेजा गया है, दो अन्य को सड़क मार्ग से एडवांस लाइफ सपोर्ट एंबुलेंस से एम्स ऋषिकेश भेजा जा रहा है। शेष अन्य का उपचार मातली तथा जिला चिकित्सालय में किया जा रहा है। साथ ही 03 अन्य नागरिकों का रेस्क्यू किया गया। इन्हें उपचार के लिए जिला चिकित्सालय उत्तरकाशी में भर्ती कराया गया है।

प्रभारी मुख्य सचिव श्री आरके सुधांशु ने राज्य आपातकालीन परिचालन केंद्र से माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी को किए जा रहे रेस्क्यू अभियान के साथ ही मौके पर भेजे जा रहे मानव संसाधन तथा उपकरणों की जानकारी दी। उन्होंने बताया कि मार्ग बंद होने के कारण बचाव दल अलग-अलग स्थानों पर फंसे हैं। मार्ग खोलने के लिए बीआरओ तथा लोक निर्माण विभाग द्वारा लगातार प्रयास किए जा रहे हैं। मौसम खराब होने की वजह से हवाई रेस्क्यू में बाधा उत्पन्न हो रही है, मौसम साफ होते ही हेली सेवाओं द्वारा बचाव दलों के साथ ही मलबा हटाने के लिए भारी मशीनरी को एयर ड्रॉप किया जाएगा। बुधवार शाम को भी श्री आरके सुधांशु राज्य आपातकालीन परिचालन केंद्र पहुंचे और जिला आपातकालीन परिचालन केंद्र से रेस्क्यू अभियान की जानकारी ली। सचिव श्री शैलेश बगौली राज्य आपातकालीन परिचालन केंद्र में बुधवार सुबह से ही उपस्थित हैं और राहत और बचाव कार्यों की लगातार मॉनिटरिंग कर रहे हैं।

02 लोगों के शव बरामद, 15 के लापता होने की सूचना
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने बताया कि धराली आपदा में लगभग 15 लोगों के लापता होने की सूचना प्राप्त हुई है। दो लोगों के शव बरामद हुए हैं। मा0 मुख्यमंत्री श्री पुष्कर सिंह धामी के दिशा-निर्देशन में युद्धस्तर पर राहत और बचाव कार्य संचालित किए जा रहे हैं। सड़कों को खोलने के लिए लगातार मौके पर टीमें कार्य कर रही हैं। खराब मौसम के कारण राहत और बचाव कार्य संचालित करने के साथ ही बचाव दलों तथा उपकरणों को आवश्यक स्थानों तक पहुंचाने में मुश्किल का सामना करना पड़ रहा है। विपरीत परिस्थितियों के बावजूद धराली में वहां पर मौजूद बचाव दलों द्वारा राहत और बचाव कार्य मंगलवार को ही प्रारंभ कर दिए गए थे।

देहरादून। प्रभारी मुख्य सचिव श्री आरके सुधांशु, सचिव श्री शैलेश बगोली, डीजीपी श्री दीपम सेठ, जीओसी सब एरिया मेजर जनरल एमपीएस गिल, सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन के साथ ही विभिन्न विभागों के सचिव तथा वरिष्ठ अधिकारीगण प्रातः साढ़े आठ बजे राज्य आपातकालीन परिचालन केंद्र पहुंचे और राहत एवं बचाव कार्यों के संचालन को लेकर रणनीति बनाई। सड़कों को खोलने के लिए बीआरओ तथा लोक निर्माण विभाग के अधिकारियों के साथ विस्तार से चर्चा करते हुए सभी विकल्पों पर विचार किया गया। खराब मौसम के बीच हेली सेवाओं का उपयोग किस प्रकार किया जाए, किन हेलीपैडो का उपयोग किया जाए, मार्ग बाधित होने के कारण उत्पन्न चुनौतियों के बीच उपकरणों को किस प्रकार ग्राउंड जीरो पर भेजा जाए, विभिन्न स्थानों पर फंसी रेस्क्यू टीमों को किस प्रकार आगे बढ़ाया जाए, इस पर मंथन किया गया। मौसम विभाग से आने वाले दिनों में मौसम की स्थिति को लेकर भी जानकारी ली गई।

चिनूक पहुंचा जौलीग्रांट, बड़ी संख्या में हेलीकॉप्टर तैयार

युद्धस्तर पर कार्य कर रहे राहत और बचाव दल
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने बताया कि राहत और बचाव दल युद्धस्तर पर रेस्क्यू अभियान में डटे हैं। मार्ग बंद होने के कारण विभिन्न बचाव दल विभिन्न स्थानों में फंसे हैं। बंद सड़कों को खोलने का कार्य युद्धस्तर पर चल रहा है। मार्ग खुलते ही सभी दल ग्राउंड जीरो पर पहुंचकर रेस्क्यू अभियान प्रारंभ करेंगे। भटवाड़ी में बंद सड़क को खोलने की कार्यवाही गतिमान है। हर्षिल तथा पापड़गाड़ में मार्ग बंद है। उत्तरकाशी तक सड़क खोल दी गई है। गंगनानी तथा लिंचा ब्रिज क्षतिग्रस्त हुए हैं। बैली ब्रिज बनाकर यहां यातायात सुचारू करने के प्रयास किए जा रहे हैं।

मानव संसाधनों का विवरण निम्नानुसार है
वर्तमान में राजपुताना रायफल्स के 150 जवान तथा घातक बटालियन के 12 जवान ग्राउंड जीरो में मौजूद हैं तथा राहत व बचाव कार्य कर रहे हैं।
आईटीबीपी के 100 कार्मिक जिनमें अधिकारी, डाक्टर व जवान शामिल हैं, मौके पर राहत और बचाव कार्यों को संचालित कर रहे हैं।
एसडीआरएफ के 06 जवान भी मंगलवार से ही धराली में ग्राउंड जीरो पर मौजूद हैं और उनके द्वारा राहत और बचाव कार्यों में महत्वपूर्ण भूमिका निभाई जा रही है।
सेना के 40 जवान नेलांग से पैदल रवाना की गई है। वहीं 50 जवानों की मेडिकल टीम टेकला तक पहुंच गई है।
आईटीबीपी के 130 अतिरिक्त जवान घटनास्थल के लिए रवाना किए गए हैं।
एसडीआरएफ के 10 जवान सेटेलाइट फोन के साथ भटवाड़ी पहुंच गए हैं। 07 जवान लाटा पहुंच गए हैं। 07 जवान सेटेलाइट फोन के साथ गंगोत्री में मौजूद हैं। उजैली में ढालवाला तथा बटालियन से 20 जवानों को भेजा गया है। 08 जवानों को सहस्त्रधारा हेलीपैड में रिजर्व में रखा गया है। डॉक स्क्वायड की 06 टीमें उजैली पहुंच चुकी हैं।

एनडीआरएफ के 79 जवान पापड़गाड़ में फंसे हैं, हालांकि 15 को यहां से आगे भेजने में सफलता मिली है। 07 जवान गौचर से उत्तरकाशी रवाना किए गए हैं। 50 तथा 24 सदस्यीय 02 टीमें जौलीग्रांट एयरपोर्ट में स्टैंडबाई में हैं। 15 जवानों को सहस्त्रधारा हेलीपैड में स्टैंडबाई में रखा गया है।

फायर सर्विस यूनिट गंगोत्री के 04 जवान घटनास्थल पर मौजूद हैं। उत्तरकाशी फायर स्टेशन में अन्य जनपदों से भेजी गई 03 टीमों को एलर्ट मोड पर रखा गया है। एफएसएसओ उत्तरकाशी मार्ग बंद होने के कारण रास्ते में फंसे हैं।

जिला चिकित्सालय उत्तरकाशी से एक मेडिकल टीम घटनास्थल के लिए रवाना हो गई है। दून मेडिकल कॉलेज से 11 विशेषज्ञ डाक्टरों की टीम, स्वास्थ्य विभाग के 05 विशेषज्ञों की टीम भी रवाना कर दी गई है। 10 डॉक्टरों की टीम को पोस्टमार्टम के लिए स्टैंडबाई में रखा गया है। मनोचिकित्सकों की टीम भी बनाई गई है, जिसे घटनास्थल के लिए रवाना किया जा रहा है। 25 एम्बुलेंस तैयार हैं। 10 को स्टैंडबाई में रखा गया है। सीएचसी भटवाडी, चिन्यालीसौंड़, जिला चिकित्सालय उत्तरकाशी, जिला चिकित्सालय देहरादून, दून मेडिकल कॉलेज तथा एम्स ऋषिकेश में 65 आईसीयू बैड तथा 270 जनरल बैड आरक्षित किए गए हैं।

शाम को करीब पांच बजे चार सदस्यीय एक मेडिकल टीम हर्षिल पहुंच गई है, जिसमें सर्जन, गायनेकोलॉजिस्ट, एनेस्थेटिस्ट व एक सीनियर डाक्टर हैं, जो स्थानीय निवासी हैं।
