वित्तीय वर्ष 2024-25 के पहले छह महीनों (अप्रैल-सितम्बर) में भूतत्व एवं खनिकर्म निदेशालय ने 456.63 करोड़ रुपये का राजस्व प्राप्त किया है, जो पिछले वर्ष 2023-24 (माह अप्रैल-सितम्बर) की तुलना में 200.65 करोड़ रुपये अधिक है। यह वृद्धि 78 प्रतिशत के करीब है, जो राजस्व प्राप्ति के क्षेत्र में एक बड़ी उपलब्धि है।
वर्ष 2022-23 में निदेशालय ने 472.25 करोड़ रुपये की राजस्व प्राप्ति की। वहीं, वर्ष 2023-24 में 645.42 करोड़ रुपये का राजस्व अर्जित किया गया था। यह राशि गत वर्ष (2022-23) की तुलना में 173.17 करोड़ रुपये अधिक है, जो लगभग 40 प्रतिशत की वृद्धि है।
मुख्यमंत्री श्री पुष्कर सिंह धामी द्वारा कुशल राजस्व प्रबंधन पर लगातार बल दिया जाता रहा है। उनके विजन के अनुरूप भूतत्व एवं खनिकर्म निदेशालय द्वारा राजस्व प्राप्ति में लगातार इजाफा हुआ है। मुख्यमंत्री के निर्देश पर उपखनिज खनन नियमावली में सरलीकरण किया गया है, जिसके बाद खनन से राजस्व वसूली के रिकॉर्ड टूटने लगे हैं। इन सुधारों से न केवल खनन उद्योग में पारदर्शिता आई है, बल्कि राजस्व में भी बड़ा योगदान हुआ है।
भूतत्व एवं खनिकर्म निदेशालय के निदेशक, श्री राजपाल लेघा ने बताया कि इस सफलता का श्रेय राज्य सरकार की नीतिगत सरलीकरण को जाता है। उत्तराखण्ड उपखनिज परिहार नियमावली के तहत ई-निविदा और ई-नीलामी के माध्यम से नए खनिज लॉटों का चिन्हिकरण और आवंटन किया गया, जिससे राजस्व में वृद्धि हुई। इसके अलावा, अवैध खनन, परिवहन और भंडारण की रोकथाम के लिए प्रभावी कदम उठाए गए और ई-रवन्ना पोर्टल की उन्नत निगरानी की गई।
खनन कार्य को अधिक पारदर्शी और सुदृढ़ बनाने के लिए राज्य सरकार द्वारा 45 माईन चौक गेट्स की स्थापना की जा रही है। इसके अलावा, स्टोन क्रेशर्स और स्क्रीनिंग प्लांट्स में उपखनिज की आपूर्ति में भी सुधार हुआ है,
राज्य की आर्थिक सुदृढ़ता के लिए यह आवश्यक है कि हम राजस्व संसाधनों का सही और प्रभावी उपयोग करें। राज्य में खनिज संसाधनों का उचित और टिकाऊ तरीके से उपयोग किया जाना चाहिए। खनन से होने वाली आय को बढ़ाने के लिए सरकार ने कई सुधारात्मक कदम उठाए हैं, जिनमें अवैध खनन पर सख्त नियंत्रण, पारदर्शी प्रक्रिया, और खनन से संबंधित नियमों के सख्त अनुपालन पर जोर दिया गया है। आधुनिक प्रौद्योगिकी का उपयोग कर खनन प्रक्रियाओं को बेहतर बनाया गया है, जिससे खनिज संपदा का समुचित दोहन हो और राज्य की आय में बढ़ोतरी हो। इसके अलावा, खनन उद्योग से जुड़े रोजगार के अवसरों को भी बढ़ावा देने के लिए प्रयास किए जा रहे हैं।
