देहरादून 27 जून। देहरादून की जीवनरेखा मानी जाने वाली रिस्पना नदी के पुनर्जीवन, संरक्षण और सौंदर्यीकरण अभियान को नई गति देते हुए जिलाधिकारी डॉ. आशीष चौहान ने संबंधित विभागों को समयबद्ध कार्ययोजना तैयार करने के निर्देश दिए हैं। उन्होंने स्पष्ट किया कि रिस्पना नदी का पुनर्जीवन केवल सरकारी कार्यक्रम नहीं, बल्कि जनसहभागिता से जुड़ा व्यापक पर्यावरणीय मिशन है, जिसे मिशन मोड में आगे बढ़ाया जाएगा।
कलेक्ट्रेट स्थित ऋषिपर्णा सभागार में आयोजित समीक्षा बैठक में जिलाधिकारी ने नगर निगम को निर्देश दिए कि रिस्पना नदी के लगभग 15 किलोमीटर क्षेत्र में गिरने वाले सभी नालों और कूड़ा निस्तारण स्थलों का चिन्हीकरण किया जाए। साथ ही ड्रोन सर्वेक्षण और खंडवार सर्वे कर प्रत्येक स्थान पर कूड़े की मात्रा, सफाई व्यवस्था और आवश्यक कार्यों का विस्तृत प्रस्ताव तैयार कर सात दिनों के भीतर प्रस्तुत किया जाए।
उन्होंने सिंचाई विभाग को नदी तटों पर घाट निर्माण, सौंदर्यीकरण तथा संभावित विकास स्थलों की विस्तृत कार्ययोजना तैयार करने के निर्देश दिए। वहीं लोक निर्माण विभाग को प्रस्तावित एलिवेटेड रोड परियोजना के तहत नदी क्षेत्र में आने वाले खंभों और अन्य संरचनाओं का तकनीकी खाका प्रस्तुत करने को कहा।
जिलाधिकारी ने मुख्य विकास अधिकारी को विभिन्न विभागों के समन्वय से एक प्रभावी टास्कफोर्स गठित करने के निर्देश दिए। उन्होंने कहा कि नदी में कूड़ा गिरने की समस्या का स्थायी समाधान जनजागरूकता और लोगों के व्यवहार में सकारात्मक बदलाव से ही संभव है। इसके लिए नागरिकों, स्वयंसेवी संगठनों और विभिन्न संस्थाओं की सक्रिय भागीदारी सुनिश्चित की जाए।
मसूरी नगर पालिका को निर्देशित किया गया कि रिस्पना नदी के अंतर्गत आने वाले क्षेत्रों में नियमित सफाई व्यवस्था बनाए रखी जाए और किसी भी प्रकार का अपशिष्ट नदी में न जाने दिया जाए। वन विभाग को नदी संरक्षण और पर्यावरणीय संतुलन के लिए व्यापक वृक्षारोपण तथा हरित पट्टी विकसित करने की योजना तैयार करने को कहा गया।
बैठक में जिलाधिकारी ने अल्पकालिक और दीर्घकालिक रणनीति के तहत कार्य करने पर जोर दिया। अल्पकालिक योजना में नदी और उसके आसपास जमा कूड़े की तत्काल सफाई, कूड़ा स्थलों का उन्मूलन, नदी में कचरा फेंकने पर रोक तथा जनजागरूकता अभियान को प्राथमिकता देने के निर्देश दिए गए। वहीं दीर्घकालिक योजना में घाट निर्माण, नदी तटों का सौंदर्यीकरण, हरित विकास, आधारभूत संरचनाओं के निर्माण और नदी संरक्षण की स्थायी कार्ययोजना को चरणबद्ध तरीके से लागू करने पर बल दिया गया।
बैठक में मुख्य विकास अधिकारी अभिनव शाह, प्रभागीय वनाधिकारी नीरज शर्मा, नगर मजिस्ट्रेट आशीष तिवारी सहित नगर निगम, सिंचाई विभाग, लोक निर्माण विभाग, वन विभाग, नगर पालिका मसूरी और अन्य संबंधित विभागों के अधिकारी उपस्थित रहे।
