मुख्यमंत्री पुष्कर सिंह धामी ने पुलिस विभाग को राज्य में गैर कानूनी तौर पर फर्जी प्रमाण पत्रों (फर्जी आधार कार्ड आदि ) के आधार पर रह रहे विदेशी घुसपैठिये के खिलाफ प्रशासन के साथ मिलकर एक व्यापक ड्राइव चलाकर तत्काल कठोर कार्यवाही के निर्देश दिए हैं। उन्होंने ऐसे घुसपैठियों को फर्जी प्रमाण पत्र बनाने में सहायता करने वाले लोगों के विरूद्ध भी कड़ी कार्यवाही के निर्देश दिए हैं।

इसके साथ ही सीएम धामी ने ड्रग्स माफिया के खिलाफ भी सख्त कार्यवाही की हिदायत देते हुए पुलिस अधिकारियों को स्पष्ट किया कि राज्यवासियों का भरोसा बनाए रखना हमारी शीर्ष प्राथमिकता हैं। उन्होंने अधिकारियों को सख्त हिदायत दी है कि उत्तराखण्ड पुलिस को आम जनमानस के साथ मित्रवत व्यवहार बनाए रखते हुए अपराधियों में भय का प्रकोप भी बनाए रखना हैं।

मुख्यमंत्री ने कहा कि देश और दुनियाभर में उत्तराखण्ड की पहचान की शान्तिपूर्ण राज्य की हैं लेकिन पुलिस प्रशासन को सतर्क रहना होगा कि आपराधिक तत्व इसे अपनी सुरक्षित पनाहगाह ना समझे तथा राज्य की शान्तिपूर्ण छवि का दुरुपयोग ना कर पाए। सीएम ने निर्देश दिए हैं कि पुलिस को अपनी कार्य संस्कृति में जरूरी बदलाव करते हुए जनता से संवाद बनाना होगा। उन्होंने सभी एसएसपी व एसपी को थानों में जनसुनवाई के निर्देश दिए हैं, ताकि आम आदमी को तत्काल न्याय मिल सके।

राज्य स्तरीय पुलिस संगोष्ठी के अवसर पर पुलिस मुख्यालय, देहरादून में गुरुवार देर रात तक लगभग तीन घण्टे से अधिक चली मैराथन बैठक में मुख्यमंत्री श्री पुष्कर सिंह धामी ने पुलिस महानिदेशक से लेकर सभी एसपी-एसएसपी से उनके विभाग की स्थिति का अपडेट लिया।

मुख्यमंत्री श्री पुष्कर सिंह धामी ने नैनीताल एसएसपी से कैंची धाम की पार्किंग एवं ट्रैफिक व्यवस्था का अपडेट लेते हुए सम्बन्धित अधिकारियों को कैंची धाम में अगले 10 दिन के भीतर हैलीपेड की व्यवस्था करने के निर्देश दिए हैं। सीएम धामी ने कहा वे स्वयं 10 दिन बाद इस हैलीपेड में पहुंचेगे। उन्होंने कैंची धाम में पार्किंग एवं अन्य पर्यटन विकास कार्यों के प्रस्ताव तत्काल प्रस्तुत करने के निर्देश दिए हैं।

साइबर अपराधों के मामले में विलम्ब से एफआईआर दर्ज होने के मामलों पर सख्ती से संज्ञान लेते हुए मुख्यमंत्री ने अधिकारियों से साइबर मामलों में अभी तक हुई रिपोर्टिंग एवं कार्यवाहियों की रिपोर्ट तलब की। उन्हांेने इन मामलों में तत्काल कार्यवाही के सख्त निर्देश दिए हैं। इसके साथ ही सीएम ने साइबर क्राइम के सम्बन्ध में जन जागरूकता एवं अवेयरनेस कैम्पेन चलाने के भी निर्देश दिए हैं।

पुलिस विभाग को सभी स्तरों पर कार्य संस्कृति में सुधार की कड़ी हिदायत देते हुए मुख्यमंत्री श्री धामी ने पुलिस महानिदेशक को निर्देश दिए हैं कि थाना स्तर पर यदि कोई पुलिस कार्मिक जमीनों के प्रकरण सहित अन्य अवैध कार्यवाही में लिप्त पाया जाता है तो उसके खिलाफ तत्काल कठोर कार्यवाही अमल में लायी जाए, इसमें किसी भी प्रकार की लापरवाही के लिए कोई स्थान नही हैं।

मुख्यमंत्री धामी ने पुलिस कार्मिकों की सुविधाओं के लिए थानों के आसपास ही आवासीय सुविधाओं के विकास के निर्देश दिए हैं। उन्होंने थानों के आधुनिकीकरण की कार्यवाही को जल्द से जल्द पूरा करने के निर्देश दिए हैं।

विशेष रूप से देहरादून में सीसीटीवी कैमरों की स्थिति की रिपोर्ट तलब करते हुए लेते हुए सीएम श्री धामी ने पूरे प्रदेश में सीसीटीवी की आवश्यकताओं के आंकलन की जल्द से जल्द रिपोर्ट पेश करने के निर्देश दिए हैं। मुख्यमंत्री ने सचिव गृह एवं डीजीपी को ऊधमसिंह नगर में प्रस्तावित फॉरेंसिक लैब की स्थापना के सम्बन्ध में तत्काल भारत सरकार प्रभावी समन्वय के निर्देश दिए हैं।

मुख्यमंत्री ने सभी एसएसपी एवं एसपी से उनके द्वारा गोद लिए गए थानों की स्थिति में भी जानकारी ली तथा निर्देश दिए कि गोद लिए थानों की स्थिति पर निरन्तर निरीक्षण करते हुए सुधार कार्य जारी रखे।

पर्यटन सीजन को देखते हुए मुख्यमंत्री श्री पुष्कर सिंह धामी ने अधिकारियों को नैनीताल में अस्थायी पार्किंग की व्यवस्था एवं शटल सेवा आरम्भ करने के सम्बन्ध में तत्काल परिवहन विभाग के साथ बैठक करने के निर्देश दिए हैं। मुख्यमंत्री ने कहा कि यात्रा सीजन के दौरान अधिकारी ट्रैफिक व्यवस्था व पार्किंग व्यवस्था में ऐसा बेहतरीन मॉडल स्थापित करें ताकि उनकी व्यवस्था बेस्ट प्रैक्टिसेज में मानी जाए तथा अन्य राज्यों द्वारा भी अपनाई जाए।

मुख्यमंत्री ने पर्यटन सीजन एवं चारधाम यात्रा के दौरान यात्रियों सहित अन्य सभी प्रकार की डाटा के संग्रह की व्यवस्था के निर्देश दिए हैं। सीएम ने स्पष्ट किया है कि नीति नियोजन एवं अन्य रणनीति बनाने में सबसे महत्वपूर्ण हैं। इसका व्यवस्थित संग्रहण जरूरी है। उन्होंने चारधाम मार्गों सहित सभी महत्वपूर्ण मार्गों में आगे के रूट पर ट्रैफिक की व्यवस्था की जानकारी के लिए डिस्पले बोर्ड एवं एसएमएस की व्यवस्था के भी निर्देश दिए हैं।

बैठक में सचिव गृह शैलेश बगौली, डीजीपी दीपम सेठ सहित पुलिस विभाग के सभी अधिकारी एवं सभी जिलों के एसएसपी एवं एसपी मौजूद रहे।
