जन-जन की सरकार, जन-जन के द्वार: क्वांसी से ‘प्रशासन गांव की ओर’ अभियान का शुभारंभ

देहरादून: जन-जन की सरकार, जन-जन के द्वार, प्रशासन गांव की ओर अभियान का बुधवार को सूदूरवर्ती न्याय पंचायत क्वांसी से शुरुआत की गई। इस अभियान के तहत आगमी 45 दिनों तक जिले की सभी न्याय पंचायतो में बहुउदेशीय शिविर लगाकर सरकार की योजनाओं से शतप्रतिशत आच्छादित किया जाएगा।

‘प्रशासन गांव की ओर` अभियान के तहत बुधवार को विकासखंड चकराता के दूरस्थ ग्राम क्वासी इंटर कॉलेज प्रांगण में आयोजित प्रथम बहुउदेशीय शिविर में मा. जनजातीय मंत्री गीता राम गौढ एवं स्थानीय जन प्रतिनिधियों की उपस्थित में जिलाधिकारी सविन बंसल ने अधिकारियों के साथ जनता की समस्याएं सुनी।

शिविर में बड़ी संख्या में ग्रामीण, वरिष्ठ नागरिक, महिलाएं और स्थानीय जन प्रतिनिधियों ने अपने क्षेत्र से जुड़ी 109 समस्याएं डीएम के समक्ष रखी। डीएम ने प्रत्येक शिकायत को गंभीरता से सुनते हुए संबंधित विभागीय अधिकारियों को मौके पर ही समाधान के निर्देश दिए। उन्होंने कहा कि मा0 मुख्यमंत्री का संकल्प है कि प्रत्येक नागरिक तक सरकार की योजनाओं का लाभ पारदर्शी और समयबद्ध ढंग से पहुँचे तथा कोई भी व्यक्ति बुनियादी सुविधाओं से वंचित न रहे। शिविर में 658 से अधिक लोगों की निःशुल्क स्वास्थ्य जांच, दिव्यांग एवं अन्य प्रमाण पत्र मौके पर निर्गत करने के साथ लोगों को विभागीय योजनाओं की जानकारी दी गई। डीएम ने शिविर में लगे स्टॉलों का निरीक्षण भी किया।

जिलाधिकारी ने सभी समस्याएं और शिकायतें सुनते हुए संबंधित अधिकारियों को निर्देशित किया कि जनता की समस्याओं को गंभीरता से लेकर समय पर उनका निस्तारण किया जाए। किसी भी स्तर पर कोई भी शिकायत अनावश्यक लंबित न रहे। डीएम ने आश्वासन दिया कि जनता से जुड़े प्रत्येक मुद्दे पर प्राथमिकता के आधार पर कार्रवाई जारी रहेगी।

शिविर में जिलाधिकारी ने कृषि विभाग के तीन लाभार्थियों यथा जीवन सिंह, महावीर सिंह व अर्जुन सिंह को 80 प्रतिशत सब्सिडी पर पावर वीडर प्रदान किए। समाज कल्याण के अंतर्गत राष्टीय वयोश्री योजना के अंतर्गत पीएम दिव्यांग केंद्र की तरफ से 50 बुजुर्गो को निःशुल्क 250 सहायक उपकरण वितरित किए। साध ही 15 लाभार्थियों को किशोरी व वेबी किट प्रदान किए।

शिविर में ग्राम क्वासी, बिजनू, सीडी, बरकोटी, जोगियो, थणता, सणौं, बैरावा, खाटूवा, खारसी आदि गांवों के ग्रामीणों ने सड़क, पेयजल, विद्युत, प्रतिकर भुगतान, आर्थिक सहायता, मुआवजा आदि से जुड़ी समस्याएं रखी।

शिविर में पहुंची असहाय 90 वर्षीय दिव्यांग महिला रामू देवी का आधार कार्ड न बनने की समस्या पर डीएम ने समाज कल्याण अधिकारी को निर्देश दिए कि बुजुर्ग महिला को आधार सेंटर तक आने जाने की व्यवस्था के साथ आधार कार्ड बनाकर दिव्यांग पेंशन लगाने के निर्देश दिए।

ग्राम पंचायत कांडी में लोनिवि की सडक के मलबे से सिंचाई नहर वाधित होने पर कृषि फसलों को हो रहे नुकसान की शिकायत पर डीएम ने लोनिवि को 15 दिनों के भीतर मलवा हटाकर नहर को सुचारु करने के निर्देश दिए। वही सैनांड निवासी कुंवर सिंह ने खटकोडा नहर के मलबे से उनके खेत दबने की शिकायत की। इस एक्शन सिंचाई को 15 दिनों के भीतर प्रभावित काश्तकार के खेत से मलबा साफ कराने के निर्देश दिए।

राजौड निवासी जीत सिंह नेगी ने डीएम को बताया कि वर्ष 1999 की एक सडक दुर्घटना में उनका पैर खराब हो गया था। पैर के उपचार के लिए आर्थिक सहायता मांगने पर डीएम ने सीएमओ को निर्देश दिए कि पीडित व्यक्ति को जिला चिकित्सालय में भर्ती करते हुए निःशुल्क उपचार एवं जांच की सुविधा प्रदान की जाए।

ग्राम भटाड के समस्त निवासियों ने शिकायत करते हुए बताया कि सरूमा खंड एवं सिलवा खंड में बिना नहर निर्माण किए ही क्रमशः 7.50लाख व 6.50लाख का भुगतान किया गया है। गंभीर वित्तीय अनियमित को देखते हुए डीएम ने एसडीएम चकराता, ईई लोनिवि की संयुक्त टीम गठित करते हुए 31 दिसंबर तक जांच रिपोर्ट
तलब की है। फरियादी दौलत सिंह ने सडक निर्माण हेतु अधिग्रहित भूमि का प्रतिकर न मिलने की शिकायत रखी। इस पर लोनिवि को तत्काल प्रभावित काश्तकार की भूमि का मुआवजा वितरण करने के निर्देश दिए।

चकराता के यशपाल सिंह रावत ने बताया कि असलाड, अठगांव खत एवं बिसलाड खत क्षेत्र गंगा सवा गदेरे से आपस में विभाजित है। बरसात के मौसम मे गदेरा अत्यधिक उफान पर आने से बच्चों को कई किलोमीटर घूमकर स्कूल आना-जाना पडता है। क्षेत्र वासियों द्वारा मात्र 10 से 15 मीटर पैदल पुलिया की मांग विगत 14 वर्षो से की जा रही है लेकिन समस्या जस की तस बनी है। इस पर डीएम ने मौके पर ही पैदल पुलिया निर्माण की स्वीकृति प्रदान करते हुए एक्शन लोनिवि को वित्तीय वर्ष 2026-27 जिला प्लान में प्रस्ताव उपलब्ध कराने के निर्देश दिए। शिविर में जिलाधिकारी ने बारी बारी से सबकी समस्या और शिकायतों को सुना और अधिकांश शिकायतों का आन द स्पाट ही समाधान किया।

शिविर में लगे आयुर्वेदिक एवं यूनानी स्टॉल पर 87, एलोपैथिक चिकित्सकों ने 481 तथा होम्योपैथिक चिकित्सकों ने 90 लोगों का स्वास्थ्य परीक्षण कर निःशुल्क दवा वितरण और 06 दिव्यांग प्रमाण पत्र, 12 आयुष्मान व 06 यूडीआईडी कार्ड बनाए गए। पशुपालन ने 121 पशुपालकों को पशु बीमारी की रोकथाम हेतु निःशुल्क दवा वितरित की गयी। कृषि विभाग ने 78 एवं उद्यान विभाग ने 112 किसानों को कृषि यंत्र, बीज, उपकरण व कीटनाशक दवाइयां वितरित की। मत्स्य पालन 88 काश्तकारों ने तालाब निर्माण हेतु आवेदन किया। डेयरी 56, सहकारिता 20, विद्युत 09, महिला कल्याण के स्टाल पर 16 लाभार्थियों को लाभान्वित किया गया। राजस्व विभाग के स्टाल पर 170 हिस्सा प्रमाण पत्र, जन्म-मृत्यु 11, आय का एक आवेदन का निस्तारण किया गया। समाज कल्याण द्वारा वृद्वावस्था, विधवा, दिव्यांग, परित्यक्ता आदि 32 पेंशन से जुड़ी समस्याओं का निस्तारण के साथ वयोश्री योजना के 50 लाभार्थियों को 250 सहायक उपकरण वितरित किए। जिला पूर्ती विभाग ने 33 राशन कार्ड धारको की ई-केवाईसी और 03 राशन कार्ड में नई यूनिट का सुधारीकरण किया गया। पंचायती राज विभाग द्वारा 42 परिवार रजिस्टर की नकल, 06 परिवार रजिस्टर संशोधन, 67 खुली बैठक संबधी आवेदनों का निस्तारण किया गया। सैनिक कल्याण स्टाल पर पेंशन व कैंटीन कार्ड संबधी 03 समस्या का समाधान किया गया। शिविर में 40 लोगों के आधार कार्ड अपडेशन और 08 नए आधार कार्ड भी बनाए गए। उरेडा ने 35, लीड बैंक ने 9, एनआरएलएम 15 व उद्योग ने 11 सेवाओं की जानकारी दी। इस दौरान विभागीय अधिकारियों ने विभागों के माध्यम से संचालित जन कल्याणकारी योजनाओं की जानकारी भी दी।

शिविर में मा.जनजातीय मंत्री गीता राम गौढ, जिला अध्यक्ष मीता सिंह, उपाध्यक्ष अमर सिंह चौहान, मंडल अध्यक्ष प्रीतम सिंह, प्रधान संगठन अध्यक्ष आनंद सिंह, अन्य जन प्रतिनिधि, गणमान्य नागरिक सहित मुख्य विकास अधिकारी अभिनव शाह, एसडीएम प्रेम लाल, एसीएमओ डा. दिनेश चौहान, परियोजना निदेशक विक्रम सिंह, डीपीओ जितेन्द्र कुमार, समाज कल्याण अधिकारी दीपांकर घिल्डियाल, डीएसओ केके अग्रवाल,
