डीएम बंसल के प्रयासों से 14 मूकबधिर अनाथ बालिाओं को अब उनका नया आशियाना मिला

देहरादून: जिलाधिकारी सविन बंसल एवं उनकी कोर टीम के प्रयासों से 14 मूकबधिर अनाथ बालिाओं को अब उनका नया आशियाना मिल गया है। अब इन बच्चों को सत्य साईं आश्रम से राफेल होम संस्था में शिफ्ट किया गया। ज्ञातब्य है कि सत्य साईं आश्रम अपने निजी एवं आर्थिक कारणों से बन्द हो रहा है तथा बच्चों को संस्था में रखने को असमर्थ था।

मुख्यमंत्री की प्रेरणा से डीएम ने एक ही स्ट्रोक में 14 अनाथ बौद्धिक अक्षम दिव्यांग बालिकाओं को दिलवाया नया उच्च स्तरीय आशियाना दिव्यांग अनाथ बालिकाओं के पुनर्वास की जरूरत पड़ी, प्रशासन को दलबल से हस्तक्षेप करना पड़ा। उच्च अधिकारियों को बालिकाओं संग रेफल होम भेज विधिवत् सेटल कराया। जिला प्रशासन की सख्ताई का असर प्रत्यक्ष;पूर्ण, प्रभावी रहा 14 मूक बधिर बा

साथ ही चेतावनी देते हुए कहा कि जो एक दस्तखत इन संस्थाओं के संचालन पालन हेतु करोड़ों का धन दिलवा सकता है तो दस्तखत शर्तों का अनुपालन करवाने में भी सक्षम है। संस्थाओं का पंजीकरण धनराशि सहायता की संस्तुति; आपका दस्तखत महज इतिश्री नहीं, उन पर निर्भर है सैकड़ो दिव्यांग असहाय का जीवन। जो नियम कानून नैतिकता से बाहर उन पर प्रशासन प्रहार करने की तैयारी में है।

जिलाधिकारी के संज्ञान में आते जिला प्रशासन ने बालिओं को स्थानान्तरित करने की तैयारी तेज कर दी थी, जिसके फलस्वरूप आज मूकबधिर बच्चों को जिला प्रशासन के वाहन से उनके नए आशियाने राफेल होम संस्था तक पहुंचाया गया। संस्था द्वारा बच्चों की पढ़ाई एवं भोजन की व्यवस्था संस्था द्वारा वहन की जाएगी। जिलाधिकारी ने अपनी कोर टीम मुख्य विकास अधिकारी, जिला प्रोबेशन अधिकारी, जिला समाज कल्याण अधिकारी के प्रयासों की भी सराहना की। उन्होंने कहा कि इस क्षेत्र में जो संस्थाएं कार्य कर रही है उनको जिला प्रशासन द्वारा हर संभव सहायता की जाएगी। उन्होंने संस्थाओं से अनुरोध किया कि संस्थाएं रजिस्ट्रेशन के समय पर जो सुविधा फैसिलिटी स्टॉफ दर्शाते हैं वह हर समय रहना चाहिए, जिला प्रशासन से जो भी सहयोग की अपेक्षा होगी जिला प्रशासन इसके लिए सदैव तत्पर है।

बाल संरक्षण समिति की अध्यक्ष श्रीमती नमिता मंमगाईं ने बताया कि डीएम के प्रयास से जरूरतमंद बच्चों के जीवन को नई दिशा मिल रही है। उन्होंने जिलाधिकारी के असहाय दिव्यांग, बजुर्ग, महिलाओं के उत्थान हेतु किए जा रहे प्रयासों की सरहाना की।

इससे पूर्व समाज कल्याण विभाग में दिव्व्यांग कल्याण को पजीकृत संस्थाओं द्वारा जिले की दिव्यांग बालिकाओं को सेन्टर में दाखिला न दिए जाने का ताजा मामला प्रकाश में आया था। इससे क्षुब्ध होकर डीएम ने सख्त नाराजगी जाहिर करते हुए सभी तथ्यों पर 10 बिंदुओं पर जांच करने हेतु उच्च स्तरीय समिति बिठाई है।

समिति निर्धारित समयावधि में अपनी जांच आख्या प्रस्तुत करने के कड़े निर्देश दिए हैं मानकों का उल्लंघन पाए जाने पर संस्थाओं का पंजीकरण निरस्त कर दिया जाएगा। वहीं डीएम ने समाज कल्याण अधिकारी एवं जिला प्रोबेशन अधिकारी को अधिकारियों का पाठ पढाते हुए कहा कि महज हस्ताक्षर, संस्तुति देने तक ही सीमित न रहे अपने अधिकारियों को पहचाने तथा मानव कल्याण को सख्त एक्शन लेने के निर्देश दिए थे। उन्होंने कडे़ शब्दों में कहा कि दिव्यांग असहायों का शोषण व अधिकारों का हनन बर्दाश्त नही किया जाएगा ऐसा करने वालों के विरूद्ध सख्त एक्शन लिया जाएगा।

ज्ञातब्य है कि यह संस्थाए दिव्यांग असहायों के कल्याण, शिक्षा एवं उपचार के नाम पर राज्य एवं केन्द्र सरकार सहित विदेशी फंडिंग प्राप्त करती है, जो संसाधन, चिक्सिक, टीचर्स, विशेषज्ञ, मानवश्रम, स्टॉफ आदि पंजीकरण के दौरान अभिलेखों में दर्शाए जाते हैं वह मौके पर नही होते तथा बच्चों की जो संख्या बताई जाती है वह नही होती है। बाल संरक्षण आयोग की अध्यक्ष श्रीमती नमिता ममंगाई, पियो लाल राफैल होम, संदस्य नीतू कांडपाल, जिला समाज कल्याण अधिकारी दीपांकर घिल्डियाल, जिला प्रोबेशन अधिकारी मीना बिष्ट सहित साई आश्रम के प्रतिनिधि उपस्थित रहे।
