मौसम विभाग के एलर्ट पर एक्शन में आपदा प्रबंधन विभाग

देहरादून: मौसम विज्ञान विभाग द्वारा उत्तरकाशी जनपद के लिए 07 और 08 मई को भारी से बहुत भारी वर्षा, बर्फबारी, आकाशीय बिजली चमकने, ओलावृष्टि के रेड अलर्ट तथा शेष अन्य जनपदों के लिए 06, 07 एवं 08 मई को ऑरेंज तथा येलो अलर्ट के पूर्वानुमान जारी किया गया है। माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी ने इस संबंध में सचिव आपदा प्रबंधन एवं पुनर्वास विभाग श्री विनोद कुमार सुमन से जानकारी ली तथा जनपदों के साथ बैठक करने के निर्देश दिए। माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी ने निर्देश पर उपाध्यक्ष, राज्य सलाहकार समिति, आपदा प्रबंधन विभाग श्री विनय कुमार रुहेला तथा सचिव आपदा प्रबंधन एवं पुनर्वास विभाग श्री विनोद कुमार सुमन ने सोमवार को सभी जनपदों के साथ वीडियो कॉन्फ्रेंसिंग के माध्यम से बैठक कर एलर्ट को देखते हुए सभी आवश्यक तैयारियां सुनिश्चित करने के निर्देश दिए। इस संबंध में सचिव आपदा प्रबंधन एवं पुनर्वास ने सोमवार को सभी जिलाधिकारियों को पत्र भी भेजा है।

श्री विनय कुमार रुहेला ने कहा कि माननीय मुख्यमंत्री पुष्कर सिंह धामी द्वारा स्पष्ट निर्देश दिए गए हैं कि मौसम विभाग द्वारा जारी अलर्ट को सभी जनपद गंभीरता से लें और सभी आवश्यक तैयारियां सुनिश्चित की जाएं। उन्होंने कहा कि किसी भी आपात स्थिति में त्वरित गति से रिस्पांस किया जाए। यदि अत्यधिक बारिश हो रही हो तो चारधाम यात्रियों को कुछ समय के लिए सुरक्षित स्थानों पर रोक लिया जाए और बारिश रुकने के बाद ही उन्हें आगे रवाना किया जाए।
बैठक के दौरान सचिव आपदा प्रबंधन एवं पुनर्वास विभाग श्री विनोद कुमार सुमन ने कहा कि माननीय मुख्यमंत्री श्री पुष्कर सिंह धामी के निर्देश पर आपदाओं का प्रभावी तरीके से सामना करने के लिए समुदायों को जोड़ने की पहल प्रारंभ कर दी गई है। इस दिशा में शुरुआत टिहरी जनपद द्वारा की गई है। टिहरी के जिलाधिकारी श्री मयूर दीक्षित ने प्रत्येक गांव में पांच लोगों का एक समूह बनाया है, जो किसी भी प्रकार की आपदा घटित होने पर इसकी सूचना जिला आपातकालीन परिचालन केंद्र को देंगे। इनके नंबर डीईओसी में उपलब्ध रहेंगे। यदि इस ग्रुप के एक सदस्य का फोन नहीं लगेगा तो दूसरे के फोन पर संपर्क किया जा सकेगा। आपदा संबंधी किसी भी प्रकार की सूचनाओं के आदान-प्रदान में इस समूह की महत्वपूर्ण भूमिका रहेगी और उनके द्वारा दी जाने वाली सूचनाओं पर तीव्र गति से एक्शन लिया जाएगा। इससे सूचना मिलने पर प्रभावित क्षेत्रों में तुरंत ही राहत और बचाव कार्य संचालित करने तथा आवश्यक राहत पहुंचाने में मदद मिलेगी।
इस अवसर पर अपर मुख्य कार्यकारी अधिकारी प्रशासन श्री आनंद स्वरूप, अपर मुख्य कार्यकारी अधिकारी क्रियान्वयन डीआईजी श्री राजकुमार नेगी, संयुक्त मुख्य कार्यकारी अधिकारी मो0 ओबैदुल्लाह अंसारी, श्री रोहित कुमार, डॉ. वेदिका पन्त, डॉ. पूजा राणा, श्री हेमंत बिष्ट, सुश्री तंद्रिला सरकार आदि मौजूद थे।

भूस्खलन संभावित क्षेत्रों में तैनात करें आवश्यक उपकरण
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि यात्रा मार्ग में जो भी भूस्खलन संभावित क्षेत्र हैं, वहां जेसीबी तथा अन्य उपकरणों की तैनाती सुनिश्चित की जाए और मार्ग को जल्द से जल्द खोलने के प्रयास किए जाएं। उन्होंने कहा कि कैप यानी कॉमन एलर्ट प्रोटोकॉल के माध्यम से लोगों को मौसम संबंधी एलर्ट को लेकर एसएमएस भेजा जाता है। यह अलर्ट आम लोगों को समय पर मिल रहे हैं या नहीं इसकी भी जांच की जाए और इस संबंध में शीघ्र ही राज्य आपातकालीन परिचालन केंद्र को अवगत भी कराया जाए। उन्होंने कहा कि विभिन्न प्रकार के अलर्ट प्रत्येक नागरिक तक पहुंचें, इसके लिए ग्रामीणों को जोड़ते हुए व्हाट्सएप ग्रुप बनाया जाए तथा व्हाट्सएप के माध्यम से अलर्ट तथा आवश्यक जानकारियां प्रेषित करना सुनिश्चित किया जाए।

लोग सूचना दे रहे हैं तो उन्हें गंभीरता से लें
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि यदि लोग किसी भी प्रकार की आपदा से संबंधित सूचना दे रहे हैं तो उसे गंभीरता से लिया जाए और उस पर कार्रवाई सुनिश्चित की जाए। यदि कोई लोग भ्रामक सूचनाएं देते हैं तो ऐसे लोगों के विरुद्ध एफआईआर दर्ज की जाए।

यात्रियों को रोक रहे हैं तो जलपान की व्यवस्था भी करें
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि यदि यात्रियों को मौसम खराब होने के कारण ऐसे स्थान पर रोका जा रहा है, जहां पर दुकानें नहीं हैं, तो वहां यात्रियों के लिए जलपान की समुचित व्यवस्था की जाए। साथ ही दूसरे जनपदों के साथ समन्वय स्थापित किया जाए और यदि यह महसूस हो कि किसी जनपद में बारिश के कारण यात्रियों को रोकने की स्थिति में यात्रियों की संख्या अधिक हो गई है, अथवा जाम लगने की संभावना हो तो यात्रियों को दूसरे जनपद में ही रोक लिया जाए।

नालों की सफाई अभी से करें
देहरादून। सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि मानसून से आने से पहले नालों की सफाई कर ली जाए ताकि जब मानसून आए तो उस समय जलभराव की दिक्कत ना हो। उन्होंने कहा कि अभी जो बारिश हो रही है, उसमें यह पता भी लग जाएगा कि किन क्षेत्रों में जल भराव हो रहा है और उसके कारण क्या हैं।
