कैबिनेट द्वारा लिए गए महत्वपूर्ण निर्णय
1. राज्य में नैचुरल गैस पर वैट की दर को 20 प्रतिशत से घटाकर 5 प्रतिशत किये जाने का कैबिनेट द्वारा लिया गया निर्णय।
उत्तराखण्ड राज्य में पर्यावरण संवर्द्धन एवं वर्तमान परिदृश्य में हरित (Green) तथा स्वच्छ (Clean) ऊर्जा की अवधारणा लागू होने के कारण राज्य की विभिन्न औद्योगिक विकास योजनाओं के अन्तर्गत प्रदूषण मुक्त औद्योगिक इकाईयों को स्थापित किये जाने को प्राथमिकता दिये जाने एवं कर संवर्द्धन की सम्भावना के दृष्टिगत् राज्य में पी०एन०जी० एवं सी०एन०जी० पर वर्तमान में लागू 20 प्रतिशत कर की दर को घटाकर 5 प्रतिशत किये जाने का निर्णय कैबिनेट द्वारा लिया गया है।
2. आपदा से प्रभावित धराली / आसपास के क्षेत्र (उत्तरकाशी) के रॉयल डिलीशियस सेब का ₹ 51 / प्रति किलोग्राम तथा रेड डिलीशियस सेब एवं अन्य सेब का ₹ 45 / प्रति किलोग्राम की दर पर (ग्रेड-सी सेब को छोड़कर) उद्यान एवं खाद्य प्रसंस्करण विभाग द्वारा उपार्जन करने तथा इसकी धनराशि घोषणा मद से स्वीकृत किए जाने के संबंध में मुख्यमंत्री की घोषणा को कैबिनेट द्वारा अनुमोदित किया गया।
3. उत्तराखण्ड वृद्ध एवं विपन्न कलाकारों तथा लेखकों को मासिक पेंशन बढ़ाने का कैबिनेट ने लिया निर्णय।
प्रदेश की सांस्कृतिक परम्पराओं एवं ऐतिहासिक क्षेत्रीय लोक कलाओं, गीतों, नृत्यों, वाद्ययंत्रों एवं साहित्य को जीवित रखने एवं इनका प्रचार-प्रसार करने वाले प्रदेश के कलाकारों तथा लेखकों को वृद्धावस्था में जीवीकोपार्जन हेतु वर्ष 2010 में मासिक पेंशन की धनराशि ₹ 3000 निर्धारित करते हुए उत्तराखण्ड वृद्ध एवं विपन्न कलाकारों तथा लेखकों को मासिक पेंशन नियमावली, 2010 प्रख्यापित की गयी थी। वर्तमान में वर्ष 2010 की अपेक्षा मंहगाई दर कहीं अधिक हो चुकी है। जिसे देखते हुए संस्कृति विभाग के द्वारा वृद्ध एवं विपन्न कलाकारों तथा लेखकों को दी जा रही मासिक पेंशन ₹ 3000 से बढ़ाकर ₹ 6000 किये जाने हेतु उत्तराखण्ड वृद्ध एवं विपन्न कलाकारों तथा लेखकों को मासिक पेंशन (संशोधन) नियमावली, 2025 के प्रख्यापन को कैबिनेट ने दी मंजूरी।
4. भारत सरकार द्वारा प्रयोजित Ease of doing Business (EoDB) के अधीन भवन मानचित्र स्वीकृत की प्रक्रिया में संशोधन किये जाने की व्यवस्था का कैबिनेट ने दिया अनुमोदन।
भारत सरकार द्वारा प्रयोजित Ease of doing Business (EoDB) के अधीन भवन मानचित्र स्वीकृत की प्रक्रिया में ऐसे भवन, जो भवन निम्न जोखिम वाले हैं (जैसे सिंगल रेसिडेंशियल हाउस, छोटे व्यवसाय भवन ), उन भावनो को इंपैनल आर्किटेक्चर द्वारा स्वप्रमाणित करते हुए नक्शा पास कराए जा सकते हैं।
भवन मानचित्र स्वीकृत की प्रक्रिया में ऐसे भवन जिनमें जोखिम की सम्भावना कम है, में Empanalled Architect द्वारा स्वप्रमाणित किए जाने के संबंध में की गई व्यवस्था का कैबिनेट द्वारा अनुमोदन प्रदान किया गया है। इसके अंतर्गत सम्बन्धित निर्माणकर्ता द्वारा भवन का निर्माण/पुनर्निर्माण के आवेदन के साथ SC-1, SC-2 Form सहित समस्त अभिलेख सक्षम प्राधिकारी के समक्ष अनुमोदन हेतु सूचना प्रस्तुत करेगा कि भवन प्लान न्यून जोखिम श्रेणी के भवन के रूप में Empanalled Architect द्वारा स्वप्रमाणित किया गया है। जिसमें सभी प्रकार के शुल्क भी देय होंगे।
05. उत्तराखण्ड सामान्य औद्योगिक विकास नियंत्रण (संशोधन) विनियमावली, 2025 प्रख्यापित किये जाने के निर्णय का कैबिनेट द्वारा अनुमोदन।
कंप्लायंस बर्डन को कम करने, व्यापार सुगमता को बढ़ावा देने तथा इसे और अधिक स्पष्ट करने के लिए औद्योगिक भूखण्डों के सम्बन्ध में आवश्यक संशोधन विलोपन और परिवर्द्धन के उद्देश्य से उत्तराखण्ड सामान्य औद्योगिक विकास नियंत्रण (संसोधन) विनियम-2022 यथासंशोधित, 2024 में संशोधन किये जाने के संबंध में कैबिनेट द्वारा अनुमोदन प्रदान किया गया। इसके अंतर्गत एम.एस.एम.ई यूनिट और इंडस्ट्री यूनिटों के ग्राउंड कवरेज को बढ़ाया गया है
6 . उत्तराखण्ड बांस एवं रेशा विकास परिषद् के संगठनात्मक ढांचे के पुनर्गठन के सम्बन्ध में कैबिनेट द्वारा लिया गया निर्णय।
उत्तराखण्ड बांस एवं रेशा विकास परिषद् की परियोजनायें एक निश्चित समयावधि के अन्तर्गत क्रियान्वित की जानी होती है। इसमें बदलती परिस्थितियों में विशेषज्ञता की भी आवश्यकता होती है तथा इसके ढांचे में व्यावसायिक एवं तकनीकी प्रकृति के पद के 13 स्थाई पद पूर्व से सृजित हैं। जिन्हें खुले बाजार या आउटसोर्स पर रखे जाने की आवश्यकता को देखते हुए 13 पदों का संशोधित ढांचा स्वीकृत किया गया है।
7. सिंचाई एवं लोक निर्माण विभाग के वर्कचार्ज कार्मिकों की वर्कचार्ज सेवा अवधि को पेंशन हेतु आगणित किये जाने का कैबिनेट में लिया निर्णय।
8. राज्य में आयुष्मान एवं अटल आयुष्मान योजना को 100% इंश्योरेंस मोड में और गोल्डन कार्ड को हाइब्रिड मोड में संचालित किए जाने पर कैबिनेट द्वारा निर्णय लिया गया है। हाइब्रिड मोड में गोल्डन कार्ड को संचालित किए जाने पर ₹ 5 लाख से कम के क्लेम इंश्योरेंस मोड एवं 5 लाख से ऊपर का क्लेम ट्रस्ट मोड में किया जाएगा। इसके साथ ही गोल्डन कार्ड का बकाए करीब 125 करोड़ को राज्य सरकार द्वारा वहन किया जाएगा।
9. उत्तराखण्ड चिकित्सा शिक्षा सेवा (संशोधन) नियमावली, 2025 के प्रख्यापन को कैबिनेट ने दी मंजूरी।
इसके अंतर्गत प्रोफेसर एवं एसोसिएट प्रोफेसर की नियुक्ति के उम्र को बढ़ाकर 50 से बढ़ाकर 62 कर दिया गया है। सुपर स्पेशलिटी सर्विसेज एवं नए NMC के नियमों के अनुसार सुपर स्पेशलिटी सर्विसेज के लिए भी डिपार्टमेंट बनाए गए हैं। इसके अतिरिक स्वामी राम कैंसर संस्थान, हल्द्वानी के लिए 4 पदों का सृजन किया गया है।
10. राजकीय मेडिकल कॉलेज, श्रीनगर में कार्यरत संविदा, दैनिक वेतन, नियत वेतन एवं प्रबन्धन समिति आदि के माध्यम से कार्यरत कुल 277 कार्मिकों को समान कार्य-समान वेतन प्रदान किए जाने का प्रकरण कैबिनेट ने मंत्रिमंडल की उपसमिति को भेजा ।
11. पी०एम०एच०एस० संवर्ग के अन्तर्गत विशेषज्ञ चिकित्सकों को पर्वतीय/दुर्गम/अति दुर्गम क्षेत्रों में सेवायें दिये जाने हेतु तथा उनकी उपस्थिति सुनिश्चित किये जाने हेतु 50 प्रतिशत् अतिरिक्त भत्ता अनुमन्य किये जाने के संबंध में कैबिनेट द्वारा लिया गया निर्णय।
उत्तराखण्ड राज्य पर्वतीय क्षेत्रों / दुर्गम क्षेत्रों के चिकित्सालयों में क्लीनिकल कार्य करने वाले विशेषज्ञ चिकित्सकों को पर्वतीय क्षेत्रों / दुर्गम क्षेत्रों में सेवायें देने तथा वहां ठहराव सुनिश्चित करने के उद्देश्य से 50 प्रतिशत् अतिरिक्त भत्ता (वेतन मैट्रिक्स लेवल में न्यूनतम वेतनमान का 50 प्रतिशत) अनुमन्य किए जाने का फैसला लिया गया है। उक्त भत्तें को सेवानिवृत्ति के उपरान्त पेंशनरी लाभों की गणना में सम्मिलित नहीं किया जायेगा। उक्त भत्ता पर्वतीय / दुर्गम क्षेत्र के चिकित्सालयों में क्लीनिकल कार्य करने वाले विशेषज्ञ चिकित्सकों ही अनुमन्य होगा। उक्त चिकित्सकों को शासनादेश दिनांक 19.9.2014 के द्वारा मूल वेतन (ग्रेड पे को छोड़कर) का 20 प्रतिशत् अतिरिक्त अनुमन्य रूप से प्राप्त देय भत्ता समाप्त माना जायेगा। राज्य के पर्वतीय / दुर्गम क्षेत्रों से मैदानी क्षेत्रों में सम्बद्ध विशेषज्ञ चिकित्सकों को उक्त भत्ता देय नहीं होगा।
इसके अतिरिक्त प्रमुख सचिव आर. मीनाक्षी सुंदरम ने बताया कि मुख्यमंत्री द्वारा देहरादून में परेड ग्राउंड स्थित प्रेस क्लब के लिये भूमि को सूचना विभाग को हस्तांतरित करने के निर्देश दिए गए हैं।उक्त प्रेस क्लब का भवन नजूल भूमि पर स्थित है। जिस वजह से उक्त भूमि पर नक्शा पास करने में दिक्कतें आ रही हैं। मुख्यमंत्री के निर्देशानुसार सूचना विभाग भूमि हस्तांतरण के बाद प्रेस क्लब की बिल्डिंग बना कर देगा।
