मुख्यमंत्री ने जिलाधिकारी उत्तरकाशी सहित सम्बंधित अधिकारियों को राहत एवं बचाव कार्य युद्ध स्तर पर संचालित करने के निर्देश दिए हैं। मुख्यमंत्री ने मौके पर राहत एवं बचाव कार्य में जुटी सेना, SDRF, NDRF, जिला प्रशासन एवं अन्य संबंधित टीमों को प्रभावी समन्वय के साथ राहत कार्यों को तत्परता संपादित करने के निर्देश दिए हैं। मुख्यमंत्री ने संबंधित सभी वरिष्ठ अधिकारियों से संपर्क किया तथा स्थिति की जानकारी लेते हुए आवश्यक निर्देश दिए।
मुख्यमंत्री श्री पुष्कर सिंह धामी ने शिक्षा विभाग तथा जिलाधिकारी को प्रभावित क्षेत्र में आपातकालीन सेवाओं को छोड़कर सभी शैक्षणिक तथा अन्य संस्थान बंद करने के निर्देश दिए हैं। मुख्यमंत्री ने प्रभावित लोगों से संपर्क बनाए रखने के लिए जल्द से जल्द नेटवर्क व्यवस्था को बहाल करने के निर्देश दिए हैं। मुख्यमंत्री ने धराली एवं हर्षिल क्षेत्र में आपदा प्रभावितों तत्काल रेस्क्यू के बाद होटल, होमस्टे आदि में रहने, खाने तथा दवाइयां की व्यवस्था करने के निर्देश दिए हैं। मुख्यमंत्री ने वरिष्ठ सैन्य अधिकारियों से हर्षिल क्षेत्र में बन रही झील को जल्द से जल्द खुलवाने की व्यवस्था करने के निर्देश दिए हैं।
मुख्यमंत्री ने प्रभावितों को एयरलिफ्ट करवाने तथा तत्काल भोजन, दवाइयां तथा कपड़े आदि भेजने के लिए वायु सेना के MI 17 का सहयोग लेने के निर्देश दिए हैं। मुख्यमंत्री ने निर्देश दिए कि जो लोग बेघर हो गए हैं उनके रहने के लिए अच्छी वैकल्पिक व्यवस्था की जाए। यदि होटल आदि अधिग्रहित करना पड़े तो उसको तुरंत कर लिया जाए। मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि आपदा से प्रभावित लोगों को किसी तरह की समस्या का सामना न करना पड़े इसका विशेष ध्यान रखा जाए। तत्काल आसपास के क्षेत्र में स्थित होटल तथा स्कूलों में राहत शिविरों की व्यवस्था की जाए। लोगों के लिए खाने-पीने की समुचित व्यवस्था की जाए। बिस्तर कंबल तथा कपड़ों की उपलब्धता सुनिश्चित की जाए। खाने के पैकेट एयर ड्रॉप किए जाएं।
मुख्यमंत्री ने कहा कि अगर किसी ने अपना परिवार खोया है तो सरकार उसके साथ खड़ी है। सरकार ऐसे सभी लोगों की संरक्षक है और उनके जीवन यापन का पूरा जिम्मा सरकार का है।
मुख्यमंत्री ने उत्तरकाशी में जिलाधिकारी के रूप में सेवा दे चुके अपर सचिव डॉ मेहरबान सिंह बिष्ट, श्री अभिषेक रोहिल्ला तथा गौरव कुमार को नोडल अधिकारी नामित करने के निर्देश दिए हैं। इसके साथ ही उन्होंने अपर सचिव विनीत कुमार को नोडल अधिकारी की तत्काल तैनाती करते हुए जो उत्तरकाशी में ही रह कर कैंप करने के निर्देश दिए हैं। मुख्यमंत्री ने गढ़वाल कमिश्नर श्री विनय शंकर पांडे शासन स्तर से धराली आपदा हेतु नोडल अधिकारी नामित करने की निर्देश दिए हैं। मुख्यमंत्री ने यूपीसीएल के एमडी से बात कर मंगलवार रात को ही बिजली आपूर्ति बहाल करने के निर्देश दिए हैं।
एसडीआरएफ आइटीबीपी तथा अन्य राहत एजेंसियों ने मिलकर लगभग 130 से अधिक लोगों का रेस्क्यू कर सुरक्षित स्थानों पर पहुंचाया है। उन्होंने संचार व्यवस्था को भी मंगलवार रात्रि ही बहाल करने के निर्देश दिए हैं। मुख्यमंत्री ने निर्देश दिए हैं कि पीडब्ल्यूडी/जल संस्थान/ऊर्जा आदि विभाग के अधिकारी वहीं डटे रहें। डॉक्टर्स और दवाई की व्यवस्था की जाए। पोस्टमार्टम आदि की व्यवस्था वहीं मौके पर की जाए। मुख्यमंत्री ने मुआवजा वितरण की प्रक्रिया को जल्द से जल्द शुरू करने के भी निर्देश दिए हैं। मुख्यमंत्री ने निर्देश दिए हैं कि बुधवार सुबह ही विभिन्न विभागों के सचिवों की टीम भी धराली हर्षिल के लिए रवाना हो जाएगी।
