मुख्यमंत्री धामी ने 16वें वित्त आयोग के अध्यक्ष एवं अन्य सदस्यों के साथ बैठक में विस्तृत रूप से राज्य का पक्ष रखा

मुख्यमंत्री पुष्कर सिंह धामी ने सोमवार को सचिवालय में 16वें वित्त आयोग के अध्यक्ष डॉ. अरविंद पनगढ़िया एवं अन्य सदस्यों के साथ बैठक में प्रदेश की वित्तीय परिस्थितियों, चुनौतियों एवं विकास आवश्यकताओं पर विस्तृत रूप से राज्य का पक्ष रखा।

मुख्यमंत्री ने उत्तराखण्ड की ’’ईको सर्विस लागत’’ को देखते हुए ‘‘इनवॉयरमेंटल फेडरललिज्म’’ की भावना के अनुरूप उपयुक्त क्षतिपूर्ति का अनुरोध किया है। साथ ही ’’कर-हस्तांतरण’’ में वन आच्छादन हेतु निर्धारित भार को 20 प्रतिशत तक बढ़ाए जाने का सुझाव दिया। राज्य में वनों के उचित प्रबंधन और संरक्षण के लिए विशेष अनुदान पर भी विचार किया जाना चाहिए।

सचिवालय में आयोजित बैठक में मुख्यमंत्री ने केंद्र सरकार और राज्यों के मध्य बेहतर वित्तीय समन्वय स्थापित करने के उद्देश्य से आयोजित विशिष्ट बैठक में उपस्थित वित्त आयोग के अध्यक्ष डॉ. अरविंद पनगढ़िया, आयोग के सदस्यगणों श्रीमती ऐनी जॉर्ज मैथ्यू, डा. मनोज पाण्डा, डा. सौम्या कांति घोष, सचिव ऋत्विक पाण्डेय, संयुक्त सचिव के.के. मिश्रा का उत्तराखंड राज्य स्थापना के इस रजत जयंती वर्ष में देवभूमि उत्तराखंड पधारने पर स्वागत किया।

मुख्यमंत्री ने कहा कि पिछले 25 वर्षों में उत्तराखण्ड ने अन्य क्षेत्रों की भांति वित्तीय प्रबंधन के क्षेत्र में भी उल्लेखनीय प्रगति की है। राज्य स्थापना के पश्चात राज्य के आधारभूत इन्फ्रास्ट्रक्चर को विकसित करने के लिए बाह्य ऋणों पर निर्भर रहना पड़ा। राज्य ने जहां एक ओर विकास के विभिन्न मानकों के आधार पर उल्लेखनीय उपलब्धियां प्राप्त की हैं, वहीं बजट का आकार एक लाख करोड़ रूपए को पार कर गया है।

नीति आयोग द्वारा जारी वर्ष 2023-24 की एसडीजी इंडेक्स रिपोर्ट में उत्तराखंड सतत् विकास के लक्ष्यों को प्राप्त करने वाले राज्यों में देश का अग्रणी राज्य बनकर उभरा है। प्रदेश की बेरोजगारी दर में रिकॉर्ड 4.4 प्रतिशत की कमी आई है। प्रति व्यक्ति आय के मामले में 11.33 प्रतिशत की वृद्धि दर्ज की है, जो राष्ट्रीय औसत से अधिक है।

मुख्यमंत्री ने कहा कि राज्य के कुल भौगोलिक क्षेत्र का 70 प्रतिशत से अधिक भाग वनों से आच्छादित होने के कारण प्रमुख रूप से दो चुनौतियों का सामना भी करना पड़ रहा है। जहां एक ओर वनों के संरक्षण हेतु अधिक व्यय करना पड़ता है, वहीं वन क्षेत्र में किसी अन्य विकास गतिविधि के निषेध के कारण ’’ईको सर्विस लागत’’ का वहन भी करना पड़ता है।

मुख्यमंत्री ने ’’इनवॉयरमेंटल फेडरललिज्म’’ की भावना के अनुरूप उपयुक्त क्षतिपूर्ति दिये जाने, ’’कर-हस्तांतरण’’ में वन आच्छादन हेतु निर्धारित भार को 20 प्रतिशत तक बढ़ाये जाने और राज्य में वनों के उचित प्रबंधन और संरक्षण के लिए विशेष अनुदान दिये जाने का अनुरोध किया।

वर्ष 2010 में ’’इंडस्ट्रियल कन्सेसनल पैकेज’’ के खत्म होने के पश्चात हम ’’लोकेशनल डिस्एडवान्टेज’’ की पूर्ति करने में कठिनाई आ रही है। विषम भौगोलिक परिस्थितियों और अन्य व्यावहारिक कठिनाइयों के कारण राज्य के पर्वतीय क्षेत्रों में शिक्षा और स्वास्थ्य जैसे महत्वपूर्ण क्षेत्रों में निजी क्षेत्र की भागीदारी अत्यंत सीमित है।

इस कारण इन क्षेत्रों के लिए विशेष बजट प्राविधान करने पड़ते हैं। स्मार्ट क्लास, क्लस्टर स्कूल एवं दूरस्थ शिक्षा के माध्यम से कम लागत में गुणवत्तापूर्ण शिक्षा देने का प्रयास किया जा रहा है। साथ ही टेली मेडिसन, विशेष एंबुलेंस सेवा तथा विशेषज्ञ चिकित्सकों की उपलब्धता सुनिश्चित कर राज्य में स्वास्थ्य सेवाओं को सुदृढ़ करने का भी प्रयास किया जा रहा है।

मुख्यमंत्री ने कहा कि उत्तराखण्ड प्राकृतिक आपदाओं के प्रति अत्यंत संवेदनशील राज्य है। इन आपदाओं से प्रभावी ढंग से निपटने एवं राहत तथा पुनर्वास कार्यों के लिए राज्य को सतत आर्थिक सहयोग की आवश्यकता होती है। राज्य में जल स्रोतों को पुनर्जीवित करने हेतु स्थापित सारा और आम नागरिकों की सहभागिता सुनिश्चित करने हेतु ’’भागीरथ एप’’ की जानकारी देते हुए मुख्यमंत्री ने जल संरक्षण के इन विशिष्ट प्रयासों के लिए विशेष अनुदान पर विचार किए जाने का अनुरोध किया।

मुख्यमंत्री ने कहा कि गंगा को राष्ट्रीय नदी घोषित किए जाने के फलस्वरूप लागू होने वाले नियमों के कारण उत्तराखंड में जल विद्युत उत्पादन की संभावनाएं सीमित हो गई हैं। जल विद्युत क्षेत्र, विभिन्न कारणों से आर्थिकी में अपेक्षित योगदान नहीं दे पा रहा है, जिससे राजस्व के साथ-साथ रोजगार के क्षेत्र में भी भारी क्षति हो रही है।

मुख्यमंत्री ने प्रभावित परियोजनाओं की क्षतिपूर्ति की राशि और संबंधित मैकेनिज्म निर्धारित किये जाने का अनुरोध किया। मुख्यमंत्री ने कहा कि तीर्थ स्थलों में आने वाली ’’फ्लोटिंग पाप्यूलेशन’’ के कारण परिवहन, पेयजल, स्वास्थ्य, कचरा प्रबंधन एवं अन्य सेवाओं के लिए भी अतिरिक्त इन्फ्रास्ट्रक्चर विकसित करना पड़ता है। जटिल भौगोलिक परिस्थितियों के कारण राज्य में इन्फ्रास्टक्चर के निर्माण में अधिक लागत को ध्यान में रखते हुए विशेष सहायता प्रदान की जाए।

मुख्यमंत्री ने ’’कर-हस्तांतरण’’ के अंतर्गत राज्यों के बीच हिस्सेदारी के मानदंडों में टैक्स प्रयास के साथ-साथ ’’राजकोषीय अनुशासन’’ को भी ’’डिवोल्यूशन’’ फॉर्मूले में एक घटक के रूप में सम्मिलित किया जाना चाहिए। ’’रेवेन्यू डेफिसिट ग्रान्ट’’ के स्थान पर ’’रेवन्यू नीड ग्रान्ट’’ को लागू करना युक्तिसंगत रहेगा। मुख्यमंत्री ने कहा कि राज्य की भौगोलिक संरचना की त्रिविमीयता (थ्री डाइमेनसियेलीटी) के कारण पूंजीगत व्यय तथा अनुरक्षण लागत दोनों ही अधिक होते हैं। राज्य में क्रेडिट-डिपॉजिट अनुपात भी कम है।

16वें वित्त आयोग के अध्यक्ष डॉ. अरविंद पनगढ़िया ने कहा कि उत्तराखण्ड राज्य हर क्षेत्र में तेजी विकास कर रहा है। राज्य की प्रति व्यक्ति आय बढ़ी है। बेरोजगारी को कम करने की दिशा में भी राज्य में अच्छा कार्य हो रहा है। उन्होंने कहा कि विषम भौगोलिक परिस्थितियों के दृष्टिगत जिन चुनौतियों का सामना उत्तराखण्ड समेत अन्य पर्वतीय राज्य कर रहे हैं, उनके समाधान के लिए व्यापक स्तर पर विचार विमर्श किया जायेगा। उन्होंने कहा कि 16वें वित्त आयोग द्वारा 31 अक्टूबर 2025 तक अपनी रिपोर्ट केन्द्र सरकार को उपलब्ध कराने का लक्ष्य रखा गया है।

इस अवसर पर सचिव वित्त श्री दिलीप जावलकर ने राज्य की विभिन्न चुनौतियों पर विस्तृत प्रस्तुतीकरण किया। बैठक में मुख्य सचिव श्री आनंद बर्द्धन, प्रमुख सचिव श्री आर.के. सुधांशु, श्री एल. फैनई, श्री आर.मीनाक्षी सुंदरम, सचिवगण और अपर सचिवगण उपस्थित थे।
