चंपावत, 9 अगस्त 2026। कैबिनेट मंत्री मदन कौशिक ने रविवार को जिला सभागार में आपदा प्रबंधन, आयुष एवं पंचायती राज विभाग की समीक्षा बैठक की। उन्होंने अधिकारियों को आपदा की स्थिति में प्रभावित लोगों तक तत्काल राहत पहुंचाने और सभी विभागों को आपसी समन्वय के साथ काम करने के निर्देश दिए। उन्होंने कहा कि आपदा राहत में त्वरित कार्रवाई और आयुष सेवाओं का सुदृढ़ीकरण सरकार की प्राथमिकता है।
जनपद पहुंचने पर जिलाधिकारी मनीष कुमार समेत प्रशासनिक अधिकारियों और जनप्रतिनिधियों ने मंत्री का स्वागत किया। इसके बाद उन्होंने कलेक्ट्रेट परिसर में विभिन्न विभागों की ओर से लगाए गए जनकल्याणकारी योजनाओं के स्टॉलों का निरीक्षण किया। उन्होंने विभागीय योजनाओं और उत्पादों की जानकारी लेते हुए योजनाओं का व्यापक प्रचार-प्रसार कर उनका लाभ अंतिम व्यक्ति तक पहुंचाने के निर्देश दिए। इस दौरान उन्होंने ‘एक पेड़ मां के नाम’ अभियान के तहत पौधरोपण भी किया।
बैठक में आपदा प्रबंधन की समीक्षा के दौरान जिला आपदा प्रबंधन अधिकारी देवेंद्र सिंह पटवाल ने जिले की संवेदनशील समस्याओं, आपदा से निपटने की तैयारियों और रणनीति की जानकारी दी। उन्होंने 24 घंटे संचालित आपदा कंट्रोल रूम, आपात स्थिति के लिए तैयार हेलीपैड, मॉक ड्रिल, पूर्व चेतावनी प्रणाली तथा ‘सचेत’ और ‘भूदेव’ एप के उपयोग की जानकारी दी।
मंत्री ने अधिकारियों को निर्देश दिए कि आपदा की किसी भी संभावित चुनौती से निपटने के लिए सभी विभाग पूरी तत्परता और समन्वय के साथ काम करें। उन्होंने कहा कि प्रभावित लोगों तक समय पर प्रभावी राहत पहुंचाना सरकार की सर्वोच्च प्राथमिकता है। उन्होंने कहा कि उत्तराखंड का आपदा प्रबंधन ढांचा, पूर्व चेतावनी तंत्र और त्वरित राहत व्यवस्था देश में एक अनुकरणीय मॉडल के रूप में विकसित हुई है। जनप्रतिनिधियों की ओर से रखी गई मांगों और सुझावों पर उन्होंने आपदा राहत मानकों एवं राहत दरों में व्यावहारिक सुधार का आश्वासन दिया।
आयुष सेवाओं की समीक्षा के दौरान मंत्री ने दूरस्थ क्षेत्रों में चिकित्सा सुविधाओं को मजबूत करने पर जोर दिया। जिला आयुर्वेदिक एवं यूनानी अधिकारी डॉ. प्रकाश सिंह ने जिले में संचालित आयुष चिकित्सालयों और उपलब्ध संसाधनों की जानकारी दी। मंत्री ने स्टाफ की कमी वाले आयुष अस्पतालों में शीघ्र आवश्यक कार्रवाई कर कर्मचारियों की उपलब्धता सुनिश्चित करने के निर्देश दिए। उन्होंने सभी आयुष चिकित्सालयों और आरोग्य केंद्रों में जीवनरक्षक व सामान्य दवाओं की पर्याप्त उपलब्धता बनाए रखने को कहा।
किराए के भवनों में संचालित आयुष अस्पतालों के लिए भूमि चिह्नित कर उनके स्थायी भवन निर्माण की प्रक्रिया में तेजी लाने के निर्देश भी दिए गए।
पंचायती राज विभाग की समीक्षा में मंत्री ने त्रिस्तरीय पंचायत व्यवस्था के तहत संचालित विकास योजनाओं, ग्रामीण अवसंरचना, स्वच्छ भारत मिशन और डिजिटल पंचायत सेवाओं की प्रगति की जानकारी ली। उन्होंने कहा कि पंचायतें ग्रामीण विकास की मुख्य धुरी हैं। इसलिए ग्राम स्तर पर पारदर्शिता के साथ विकास कार्य समयबद्ध तरीके से पूरे किए जाएं और सरकारी योजनाओं का लाभ बिना देरी के अंतिम छोर तक पहुंचाया जाए।
बैठक के अंत में मंत्री ने जिलाधिकारी को सभी विभागीय योजनाओं की नियमित समीक्षा और अनुश्रवण करने, विकास कार्यों में गुणवत्ता एवं पारदर्शिता सुनिश्चित करने तथा जनसमस्याओं का त्वरित समाधान कराने के निर्देश दिए।
