देहरादून, 18 जून। मुख्य सचिव आनंद बर्द्धन ने टीबी मुक्त भारत अभियान की कुछ जनपदों में धीमी प्रगति पर नाराजगी व्यक्त करते हुए ऐसे जनपदों के मुख्य चिकित्सा अधिकारियों (सीएमओ) को प्रतिकूल प्रविष्टि दिए जाने के निर्देश दिए हैं, जहां मरीजों की सामान्य जांच आंकलन दर 60 प्रतिशत से कम रही है।
गुरुवार को जिलाधिकारियों के साथ वीडियो कॉन्फ्रेंसिंग के माध्यम से आयोजित बैठक में मुख्य सचिव ने प्रदेश में चल रहे टीबी मुक्त भारत अभियान की समीक्षा की। उन्होंने अगले एक सप्ताह के भीतर मरीजों की सामान्य जांच एवं आंकलन का कार्य शत-प्रतिशत पूरा करने के निर्देश दिए। साथ ही उच्च संवेदनशील और जोखिम वाले गांवों को प्राथमिकता के आधार पर अभियान में शामिल करने को कहा।
मुख्य सचिव ने स्वास्थ्य महानिदेशक स्तर पर अभियान की प्रतिदिन समीक्षा और निगरानी सुनिश्चित करने के निर्देश दिए। उन्होंने कम स्क्रीनिंग वाले जनपदों पर विशेष ध्यान देने तथा सभी सीएमओ को स्क्रीनिंग बढ़ाने के लिए प्रभावी कदम उठाने को कहा। उन्होंने अभियान को सफल बनाने के लिए स्पष्ट लक्ष्य निर्धारित करने के भी निर्देश दिए।
बैठक में मातृ स्वास्थ्य सेवाओं की भी समीक्षा की गई। मुख्य सचिव ने प्रसवपूर्व देखभाल में सुधार के लिए गर्भावस्था की प्रथम तिमाही में पंजीकरण बढ़ाने पर विशेष जोर दिया। उन्होंने कहा कि इससे उच्च जोखिम वाली गर्भावस्थाओं की समय पर पहचान और बेहतर प्रबंधन संभव हो सकेगा।
उन्होंने सभी जनपदों में हाई-रिस्क प्रेग्नेंसी की पहचान, निगरानी और उपचार व्यवस्था को मजबूत करने के निर्देश दिए। साथ ही एएनसी जांच बढ़ाने तथा जन्म प्रतीक्षा गृहों (बर्थ वेटिंग होम्स) की समुचित व्यवस्था सुनिश्चित करने को कहा। उन्होंने सुझाव दिया कि आवश्यकता पड़ने पर महिला एवं बाल विकास विभाग के वन स्टॉप सेंटरों का भी उपयोग किया जा सकता है।
मुख्य सचिव ने मानसून को देखते हुए दूरस्थ क्षेत्रों में चिन्हित उच्च जोखिम वाली गर्भवती महिलाओं को समय रहते बर्थ वेटिंग होम्स में स्थानांतरित करने के निर्देश दिए। उन्होंने कहा कि हाई-रिस्क गर्भावस्था और प्रसव के बाद उच्च जोखिम वाली माताओं के बेहतर प्रबंधन से रोकी जा सकने वाली मातृ मृत्यु दर में कमी लाई जा सकती है।
बैठक में प्रमुख सचिव एल. फैनाई, विशेष प्रमुख सचिव अमित सिन्हा, सचिव शैलेश बगौली, नितेश झा, पंकज कुमार पाण्डेय, आर. राजेश कुमार, विनय शंकर पाण्डेय, आयुक्त दीपक रावत, आनन्द स्वरूप सहित विभिन्न विभागों के वरिष्ठ अधिकारी और सभी जिलों के जिलाधिकारी उपस्थित रहे।
