देहरादून, 19 मार्च । शहर में रोड कटिंग के बाद सड़कों के पुनर्स्थापन कार्यों की गुणवत्ता सुनिश्चित करने के लिए लोक निर्माण विभाग के सचिव पंकज पाण्डेय ने गुरुवार सुबह तड़के व्यापक निरीक्षण किया। इस दौरान जिलाधिकारी सविन बंसल और जिला प्रशासन के अधिकारी भी उनके साथ मौजूद रहे।
सुबह 6 बजे से शुरू हुए इस निरीक्षण में दिलाराम चौक, हाथीबड़कला, कैनाल रोड, आईटी पार्क, सहस्त्रधारा रोड, धर्मपुर चौक, रिस्पना पुल, आईएसबीटी, शिमला बाईपास, निरंजनपुर मंडी, बल्लूपुर चौक, यमुना कॉलोनी समेत शहर के कई प्रमुख क्षेत्रों का स्थलीय जायजा लिया गया।
निरीक्षण के दौरान सचिव पंकज पाण्डेय ने स्पष्ट कहा कि मुख्यमंत्री के निर्देश हैं कि निर्माण कार्यों के चलते आम जनता को किसी प्रकार की परेशानी नहीं होनी चाहिए और सभी कार्य तय समयसीमा में पूरे किए जाएं। उन्होंने पाया कि अधिकांश स्थानों पर सड़कों का रेस्टोरेशन कार्य संतोषजनक है, लेकिन कुछ जगहों पर कार्य अधूरा या मानकों के अनुरूप नहीं था। कई स्थानों पर मलबा सड़क पर ही पड़ा मिला, जिससे यातायात प्रभावित हो सकता है।
इस पर सचिव ने संबंधित अधिकारियों को कड़ी हिदायत देते हुए कहा कि रोड कटिंग की अनुमति देते समय तय शर्तों का शत-प्रतिशत पालन सुनिश्चित किया जाए। साथ ही, कार्य पूरा होने के तुरंत बाद सड़कों का गुणवत्तापूर्ण पुनर्स्थापन और मलबे का शीघ्र निस्तारण अनिवार्य रूप से किया जाए।
उन्होंने चेतावनी दी कि समयसीमा और शर्तों का उल्लंघन करने वाली एजेंसियों के खिलाफ सख्त कार्रवाई की जाएगी। जिला प्रशासन की क्यूआरटी को निर्देश दिए गए कि ऐसे कार्यों की लगातार निगरानी रखी जाए और जनहित को सर्वोच्च प्राथमिकता दी जाए।
जिलाधिकारी सविन बंसल ने बताया कि विकास कार्यों के लिए रोड कटिंग की अनुमति दी जाती है, जिसके लिए बजट, समयसीमा और मानक तय होते हैं। इनका पालन सुनिश्चित करने के लिए रोड कटिंग समिति का गठन किया गया है। उन्होंने बताया कि अब एजेंसियों को एक समय में केवल 2-3 स्थानों पर ही कार्य की अनुमति दी जाएगी और 15 से 21 दिनों के भीतर कार्य पूरा करने के बाद ही नए कार्यों की अनुमति मिलेगी।
निरीक्षण के दौरान नगर मजिस्ट्रेट प्रत्युष सिंह, उप जिलाधिकारी हरिगिरि, कुमकुम जोशी, अधीक्षण अभियंता मुकेश परमार, अधिशासी अभियंता ओपी सिंह सहित विभिन्न विभागों के अधिकारी उपस्थित रहे।
