जिलाधिकारी सविन बंसल ने गुरुवार को अधीनस्थ राजस्व न्यायालयों में लंबित वादों, मुख्य एवं विविध देयों की वसूली, अंश निर्धारण तथा राजस्व विभाग से जुड़े अन्य प्रमुख कार्यों की समीक्षा को लेकर राजस्व अधिकारियों के साथ अहम बैठक की। बैठक में जिलाधिकारी ने स्पष्ट निर्देश दिए कि तहसील स्तर पर धारा-34, 143, 33/39 एवं धारा-41 के अंतर्गत एक वर्ष से अधिक समय से लंबित सभी वादों का प्राथमिकता के आधार पर शीघ्र निस्तारण सुनिश्चित किया जाए। विशेष रूप से धारा-34 के अंतर्गत अविवादित वादों को सर्वोच्च प्राथमिकता पर निपटाने के निर्देश दिए गए।
जिलाधिकारी ने कहा कि कृषि भूमि के गैर-कृषि उपयोग (आवासीय, औद्योगिक एवं व्यावसायिक) से संबंधित कोई भी वाद लंबित न रहे। भूमि बंदोबस्त के अंतर्गत खसरा एवं खतौनी में त्रुटि सुधार के कार्यों में तेजी लाई जाए। भूमि सीमांकन से जुड़े मामलों के त्वरित और गुणवत्तापूर्ण निस्तारण के लिए मानक प्रचालन प्रक्रिया (एसओपी) तैयार करने के निर्देश दिए गए। साथ ही फील्ड अधिकारियों से सटीक और तथ्यपरक रिपोर्ट सुनिश्चित करने को कहा गया, ताकि अनावश्यक विवादों में कमी लाई जा सके।
अंश निर्धारण, लिंकेज और पड़ताल के कार्यों में सदर, विकासनगर एवं डोईवाला तहसीलों की धीमी प्रगति पर जिलाधिकारी ने कड़ी नाराजगी जताई। उन्होंने संबंधित अधिकारियों को फटकार लगाते हुए निर्देश दिए कि राजस्व उप निरीक्षकों के लिए स्पष्ट लक्ष्य निर्धारित कर जवाबदेही तय की जाए। तहसील स्तर पर नियमित समीक्षा तथा अपर जिलाधिकारी स्तर पर प्रत्येक 10 दिवस में प्रगति की समीक्षा अनिवार्य की गई। लापरवाही की स्थिति में कठोर कार्रवाई के निर्देश भी दिए गए।
विविध देयों की वसूली की समीक्षा के दौरान बताया गया कि जनपद में निर्धारित लक्ष्य के सापेक्ष 82.84 प्रतिशत वसूली की जा चुकी है। चकराता, त्यूनी एवं कालसी तहसीलों में वसूली लक्ष्य से कम पाई गई, जिस पर जिलाधिकारी ने सभी बड़े बकायेदारों से वसूली में तेजी लाने के सख्त निर्देश दिए। उन्होंने जीएसटी सेक्शन से समन्वय स्थापित कर बकायेदारों के खाता विवरण प्राप्त करने तथा कंपनियों/फर्मों के मामलों में आरसीएस कार्यालय से संपत्तियों का विवरण लेकर वसूली की कार्रवाई तेज करने को कहा।
बैठक में डिजिटल क्रॉप सर्वे के अंतर्गत चयनित ग्रामों में चल रही कार्यवाही, संग्रह अमीनों की कार्यप्रणाली, रिकॉर्ड रूम की स्थिति, आरसीएमएस, ई-ऑफिस, ऑडिट आपत्तियों एवं विभागीय सॉफ्टवेयर के अद्यतनीकरण की भी समीक्षा की गई और आवश्यक सुधारात्मक निर्देश दिए गए।
