उत्तराखंड में समान नागरिक संहिता (यूसीसी) को लागू हुए, आगामी 27 जनवरी को एक साल पूरा होने जा रहा है। महिला सशक्तिकरण, बाल अधिकारों की सुरक्षा और नागरिक अधिकारों में समता कायम करने के साथ ही यूसीसी का एक महत्वपूर्ण योगदान प्रक्रियाओं के सरलीकरण के रूप में रहा है। यही कारण है कि यूसीसी लागू होने के एक साल से कम समय में 4,74,447 शादियों का पंजीकरण हो चुका है। अब पति – पत्नी कहीं से भी ऑनलाइन तरीके से विवाह पंजीकरण करवा रहे हैं। पहले उन्हें दो गवाहों के साथ तय तिथि पर सब रजिस्ट्रार कार्यालय में उपस्थित होना पड़ता था।
समान नागरिक संहिता लागू होने से पहले, ‘उत्तराखंड विवाहों का अनिवार्य रजिस्ट्रीकरण अधिनियम, 2010’ के तहत, विवाह पंजीकृत किए जाते थे। यह पूरी प्रक्रिया ऑफलाइन थी, इसलिए पति- पत्नी को दो गवाहों के साथ विवाह पंजीकरण के लिए सब रजिस्ट्रार कार्यालय में उपस्थित होना पड़ता था। लेकिन यूसीसी के लगभग शत प्रतिशत विवाह पंजीकरण ऑनलाइन माध्यम से हो रहे हैं। जिसमें दंपत्ति या गवाह कहीं से भी, अपने रिकॉर्ड और वीडियो बयान दर्ज करा, पंजीकरण के लिए आवेदन कर सकते हैं। यही कारण है कि यूसीसी लागू होने के बाद एक साल से कम समय में सोमवार, 19 जनवरी 2026 की दोपहर तक 4,74,447 विवाह पंजीकरण सम्पन्न हो चुके हैं। इस तरह प्रतिदिन औसत पंजीकरण की संख्या 1400 के करीब पहुंच रही है, जबकि पिछले अधिनियम में विवाह पंजीकरण का औसत प्रतिदिन 67 का आता था। यही नहीं इस दौरान, 316 लोगों ने ऑनलाइन माध्यम से ही विवाह विच्छेद करने और 68 ने लिवइन रिलेशनशिप में जाने जबकि 02 ने लिवइन रिलेशनशिप समाप्त करने का प्रमाणपत्र भी प्राप्त किया है।
औसत पांच दिन पंजीकरण
यूसीसी तहत यूं तो आवेदन के बाद विवाह पंजीकरण प्रमाणपत्र जारी करने के लिए 15 दिन की समय सीमा तय है, लेकिन आवेदन करने के बाद औसत पांच दिन के भीतर ही पंजीकरण प्रमाणपत्र प्राप्त हो रहा है। जबकि पुराने अधिनियम में एक तो आवेदकों को भौतिक तौर पर पंजीकरण कार्यालय में उपस्थित होना पड़ता था, उस पर विवाह पंजीकरण के लिए समय सीमा भी तय नहीं थी।
उत्तराखंड ने समान नागरिक संहिता लागू करते हुए, अन्य राज्यों को दिशा दिखाई है। बीते एक साल में जितनी पारदर्शी और सरलता से यूसीसी के प्रावधानों को लागू किया गया है, उससे लोगों में पूरी प्रक्रिया के प्रति विश्वास बढ़ा है। यही कारण है कि अब बड़ी संख्या में लोग यूसीसी के तहत पंजीकरण करवा रहे हैँ। उत्तराखंड समान नागरिक संहिता हर तरह से एक मॉडल कानून साबित हुआ है।
