केदारपुरम क्षेत्र में स्थित राजकीय नारी निकेतन, बालिका निकेतन, बाल गृह एवं शिशु सदन आज केवल एक सरकारी परिसर नहीं, बल्कि टूटे भरोसों को जोड़ने और बिखरी ज़िंदगियों को नई दिशा देने का सशक्त उदाहरण बन चुका है। बाहर से साधारण दिखने वाला यह परिसर भीतर से संवेदनशीलता, सुरक्षा और आत्मसम्मान की जीवंत मिसाल है, जहाँ बेसहारा महिलाओं और अनाथ बच्चों को सिर्फ आश्रय नहीं, बल्कि अपनापन और सम्मान के साथ जीने का अधिकार मिल रहा है।
यहाँ हर चेहरा एक कहानी कहता है—किसी की आँखों में छूटा हुआ बचपन, किसी की खामोशी में पीड़ा और किसी की मुस्कान में नई शुरुआत की उम्मीद। नारी निकेतन की हर सुबह यह भरोसा लेकर आती है कि अंधेरे के बाद रोशनी जरूर आती है और हर जीवन दोबारा संवर सकता है।
माननीय मुख्यमंत्री की प्रेरणा और देहरादून जिला प्रशासन के संकल्प से इस परिसर को एक सुरक्षित और संवेदनशील वातावरण में विकसित किया गया है। बालिकाओं और शिशुओं के नियमित स्वास्थ्य परीक्षण, संतुलित पोषण, समय पर उपचार, स्वच्छ वातावरण और स्नेहिल देखभाल के माध्यम से उनके शारीरिक ही नहीं, मानसिक घावों पर भी मरहम लगाया जा रहा है।
जिलाधिकारी सविन बंसल के सतत प्रयासों से बुजुर्ग महिलाओं के लिए 30 बेड का दो मंजिला अतिरिक्त भवन लगभग पूर्ण हो चुका है, जो रिकॉर्ड एक वर्ष में आकार ले रहा है। यह भवन जीवन के अंतिम पड़ाव पर अकेली रह गई महिलाओं के लिए सम्मान और सुकून का सुरक्षित ठिकाना बनेगा। जिलाधिकारी द्वारा निकेतन की व्यवस्थाओं की नियमित मॉनिटरिंग की जा रही है, ताकि कोई भी महिला या बच्चा स्वयं को असुरक्षित या उपेक्षित महसूस न करे।
जिला योजना और खनिज न्यास के माध्यम से बजट की व्यवस्था कर सीवर लाइन, डोरमेट्री, आवास, स्वच्छता और अन्य आधारभूत सुविधाओं को सुदृढ़ किया गया है। वर्तमान में नारी निकेतन में 178 बेसहारा, परित्यक्त और शोषित महिलाएँ निवासरत हैं। बालिका निकेतन में 21 बालिकाएँ तथा बाल गृह एवं शिशु सदन में 23 बच्चे रह रहे हैं, जिन्हें शिक्षा, सामाजिक सुरक्षा और मुख्यधारा से जोड़ने के लिए विशेष देखभाल दी जा रही है।
बच्चों को शैक्षणिक शिक्षा के साथ कंप्यूटर प्रशिक्षण दिया जा रहा है, वहीं महिलाओं को क्राफ्ट डिज़ाइन, ऊनी वस्त्रों की कढ़ाई-बुनाई, सिलाई जैसे आजीविकापरक प्रशिक्षण उपलब्ध कराए जा रहे हैं। मानसिक और शारीरिक सशक्तिकरण के लिए संगीत, वाद्य यंत्र और योग प्रशिक्षण भी दिया जा रहा है।
बालिका निकेतन में सर्वांगीण विकास के लिए खेल मैदान का निर्माण कराया जा रहा है, जहाँ खो-खो, कबड्डी, बैडमिंटन और योग जैसी गतिविधियों का प्रशिक्षण मिल रहा है। सुरक्षा और स्वास्थ्य को और मजबूत करने के लिए दो अतिरिक्त होमगार्ड, दो नर्सों की तैनाती तथा डॉक्टरों की नियमित विजिट सुनिश्चित की गई है।
परिसर में शौचालय-स्नानागार, डायनिंग एरिया, मंदिर परिसर की ग्रिलिंग, जिम, लॉन्ड्री रूम, रसोई, भवन अनुरक्षण, इन्वर्टर स्थापना, छत मरम्मत सहित अनेक विकास कार्य पूरे किए गए हैं। बच्चों के लिए पर्याप्त रजाइयों, बेड और गद्दों की व्यवस्था कर उन्हें सुरक्षित और आरामदायक माहौल दिया गया है।
गत दिसंबर में निरीक्षण के दौरान जिलाधिकारी सविन बंसल ने इन संस्थानों की सभी आवश्यकताओं को प्राथमिकता के आधार पर पूरा करने का आश्वासन दिया था, जिसका असर आज धरातल पर स्पष्ट दिख रहा है।
सरकार और प्रशासन की संवेदनशील पहल से योजनाएँ कागज़ से निकलकर ज़िंदगियाँ बदल रही हैं। केदारपुरम का यह निकेतन अब सिर्फ एक संस्था नहीं, बल्कि उम्मीद, नई शुरुआत और जीवित इंसानियत की कहानी बन चुका है।
