धामी सरकार का सख्त कदम, बच्चों की सुरक्षा के लिए प्रदेशभर में कफ सिरप पर बड़ी कार्रवाई

देहरादून: मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में उत्तराखंड सरकार ने बच्चों की सुरक्षा को सर्वोच्च प्राथमिकता देते हुए राज्यभर में अवैध, असुरक्षित और निम्न गुणवत्ता वाली कफ सिरप दवाओं के खिलाफ सख्त कार्रवाई शुरू कर दी है। खाद्य संरक्षा एवं औषधि प्रशासन (एफडीए) की टीमें प्रदेश के हर जिले में सक्रिय हैं।

मुख्यमंत्री पुष्कर सिंह धामी, स्वास्थ्य मंत्री डॉ. धन सिंह रावत के मार्गदर्शन में शुरू यह अभियान अब तक की सबसे व्यापक कार्रवाई के रूप में सामने आया है। स्वास्थ्य सचिव व आयुक्त डॉ. आर. राजेश कुमार और अपर आयुक्त व ड्रग कंट्रोलर ताजबर सिंह जग्गी की देखरेख में पूरे प्रदेश में दवा विक्रेताओं, थोक आपूर्तिकर्ताओं और मेडिकल स्टोरों पर औचक निरीक्षण चल रहा है।

देहरादून में सबसे बड़ी छापेमारी
आज एफडीए की टीम ने देहरादून में बड़े पैमाने पर छापेमारी की। आयुक्त, खाद्य संरक्षा एवं औषधि प्रशासन के निर्देश पर औषधि निरीक्षक मानेंद्र सिंह राणा के नेतृत्व में टीम ने चकराता रोड, किशननगर चौक, बल्लूपुर चौक, कांवली रोड, बल्लीपुर चौक और प्रेमनगर क्षेत्रों में मेडिकल स्टोरों का औचक निरीक्षण किया। निरीक्षण में बच्चों को दी जाने वाली खांसी और सर्दी-जुकाम की दवाओं के क्रय-विक्रय पर तत्काल रोक लगाई गई।

जिन दुकानों में यह दवाएं भंडारित थीं, उन्हें मौके पर सील कर दिया गया। विक्रेताओं को निर्देशित किया गया कि इन औषधियों का विक्रय अगली सूचना तक न करें। निरीक्षण के दौरान यह भी पाया गया कि कई विक्रेताओं ने स्वयं संज्ञान लेकर इन दवाओं को पहले ही दुकान से हटा दिया था। टीम ने मौके पर 11 सिरप के नमूने जांच के लिए लिए। जांच में Coldrif, Respifresh-TR और Relife जैसे सिरप किसी भी मेडिकल स्टोर में उपलब्ध नहीं पाए गए।

उधम सिंह नगर में 40 नमूनों की जांच हेतु भेजे
प्रदेश में बच्चों के लिए बनाए गए खांसी के सिरप पर कार्रवाई के तहत उधम सिंह नगर जनपद में औषधि विभाग की टीम ने अभियान तेज कर दिया है। वरिष्ठ औषधि निरीक्षक नीरज कुमार और औषधि निरीक्षक निधि शर्मा के नेतृत्व में जिले के विभिन्न क्षेत्रों से कुल 10 पेडियाट्रिक कफ सिरप के नमूने जांच हेतु लिए गए हैं। इन सिरप में Dextromethorphan Hydrobromide, Chlorpheniramine Maleate और Phenylepherine Hydrochloride जैसे तत्व पाए गए हैं। अब तक जिले से कुल 40 कफ सिरप नमूने फॉर्म-17 में लेकर विश्लेषण के लिए प्रयोगशाला भेजे जा चुके हैं।

हरिद्वार व रुड़की में भी सख्त कार्रवाई, 15 नमूने जांच हेतु भेजे
इसी क्रम में हरिद्वार जनपद में भी औषधि विभाग ने अभियान को और तेज किया है। अपर आयुक्त के निर्देशों पर रुड़की के एयरन हॉस्पिटल, विनय विशाल हॉस्पिटल तथा हरिद्वार के मेट्रो हॉस्पिटल से कुल 15 कफ सिरप के नमूने परीक्षण हेतु लिए गए हैं। औषधि निरीक्षक अनीता भारती के नेतृत्व में हुई इस कार्रवाई के दौरान संबंधित प्रतिष्ठानों से लिए गए नमूनों को विश्लेषण के लिए भेज दिया गया है। विभागीय आंकड़ों के अनुसार, हरिद्वार जिले से अब तक कुल 39 नमूने जांच हेतु लिए जा चुके हैं।

हल्द्वानी में सरकारी अस्पताल से लिए गए नमूने
नैनीताल जनपद के हल्द्वानी में भी एफडीए की कार्रवाई जारी रही। Soban Singh Jeena Base Hospital की ड्रग स्टोर से तीन कफ सिरप के नमूने जांच के लिए लिए गए। सभी नमूनों को गुणवत्ता परीक्षण हेतु औषधि विश्लेषणशाला, देहरादून भेजा गया है।

कोटद्वार में ‘Respifresh TR’ सिरप का स्टॉक सीज
पौड़ी जिले के कोटद्वार में एफडीए टीम ने कल रात से छापेमारी अभियान चलाया, जो आज भी जारी रहा। कार्रवाई के दौरान जानलेवा घोषित Respifresh TR कफ सिरप का स्टॉक कई मेडिकल स्टोरों से सीज किया गया। आज भी टीम ने विभिन्न प्रतिष्ठानों से तीन नए नमूने परीक्षण के लिए लिए हैं।

चौखुटिया-चांदीखेत में भी सख्त कार्रवाई
अल्मोड़ा जिले के चौखुटिया और चांदीखेत में आज एफडीए की टीम ने छह मेडिकल स्टोरों पर छापेमारी की। निरीक्षण के दौरान Respifresh TR सिरप (Batch No. R01GL2523) की 12 बोतलें जब्त की गईं। यह सिरप पहले ही एनएसक्यू (Non-Suitable Quality) घोषित किया जा चुका है। टीम ने चार कफ सिरप के नमूने जांच हेतु एकत्र किए।

रुद्रप्रयाग में 4 नमूने लिए गए, सैंपल भेजे जांच को
रुद्रप्रयाग जनपद के तिलवाड़ा क्षेत्र में औषधि निरीक्षकों की टीम ने रिटेल और थोक प्रतिष्ठानों का निरीक्षण कर चार नमूने कफ सिरप के लिए संकलित किए। दवाओं की गुणवत्ता जांच प्रक्रिया शुरू कर दी गई है।

उत्तरकाशी में चार सिरपों पर प्रतिबंध
जनपद उत्तरकाशी में औषधि निरीक्षक मोहम्मद ताजिम के नेतृत्व में छापेमारी की गई। टीम ने बच्चों में प्रयुक्त चार प्रकार के कफ सिरपों के नमूने लिए और देहरादून की प्रयोगशाला को भेजे। औषधि निरीक्षक ने सभी मेडिकल स्टोर संचालकों को चेतावनी दी कि निम्नलिखित सिरप किसी भी हालत में न रखें और न बेचें — Dextromethorphan Hydrobromide Syrup (KL-25/148), Coldrif (SR-13), Respifresh TR (R01GL2523) और Relife (LSL25160)। साथ ही निर्देश दिए गए कि 5 वर्ष से कम उम्र के बच्चों को कफ सिरप बिल्कुल न दिया जाए और वयस्कों को भी केवल डॉक्टर की सलाह पर ही दवाएं दी जाएं।

प्रदेशभर में जारी छापेमारी के दौरान अब तक 148 नमूने जांच के लिए भेजे गये। इसके साथ ही आज देहरादून में 11, कोटद्वार में 3, हल्द्वानी में 3, अल्मोड़ा में 4, रुद्रप्रयाग में 4 और उत्तरकाशी में 4 नमूने लिए गए हैं। अभियान के दौरान दर्जनों प्रतिष्ठानों को नोटिस जारी किया गया है और कई स्थानों पर संदिग्ध स्टॉक जब्त कर सीलिंग की कार्रवाई की गई है।

ड्रग कंट्रोलर ताजबर सिंह जग्गी का बयान
अपर आयुक्त और ड्रग कंट्रोलर ताजबर सिंह जग्गी ने कहा एफडीए का अभियान निरंतर जारी रहेगा। पिछले चार दिनों में 27 नमूने जांच हेतु लिए जा चुके हैं और कई प्रतिष्ठानों को नोटिस जारी किए गए हैं। विभाग की टीमें दिन-रात फील्ड में सक्रिय हैं। हमारा लक्ष्य है कि किसी भी असुरक्षित औषधि को बाजार से पूरी तरह समाप्त किया जाए।

एफडीए की जनता से अपील
एफडीए ने प्रदेशवासियों से अपील की है कि यदि किसी मेडिकल स्टोर या वितरक के पास उपरोक्त प्रतिबंधित सिरप पाया जाए तो तुरंत स्थानीय औषधि निरीक्षक या एफडीए कार्यालय को सूचित करें। विभाग ने स्पष्ट किया है कि जांच रिपोर्ट आने के बाद दोषी पाए जाने वाले प्रतिष्ठानों के खिलाफ लाइसेंस निरस्तीकरण, जुर्माना और अन्य कानूनी कार्रवाई की जाएगी।
