देहरादून। जिलाधिकारी सविन बसंल सरकारी स्कूलों में संसाधन बढाने को निरंतर प्रयासरत हैं, जिलाधिकारी के प्रोजेक्ट उत्कर्ष के अन्तर्गत सरकारी स्कूलों में आधुनिक सुविधाएं बढाने पर निरंतर जोर दिया जा रहा हैं, जिसके तहत स्कूलों में फर्नीचर, खेल अवस्थापना सुविधाएं, के साथ डिजिटल कक्षा बनाने पर विशेष जोर दिया जा रहा है। इसके लिए ओएनजीसी एवं हुडको ने भी जिलाधिकारी के प्राजेक्ट में उत्सुकता दिखाते हुए स्कूलों में सुविधाएं स्थापित करने को सहयोग किया है।                                                 ओएनजीसी ने स्कूलों में फर्नीचर आदि व्यवस्था की है जबकि हुडको द्वारा एलईडी स्क्रीन, एलईडी बल्ब आदि सुविधाएं स्थापित की हैं।

जिला प्रशासन का प्रोजेक्ट ‘‘उत्कर्ष’’ मात्र नामकरण; घोषणा; प्रचार नहीं, बल्कि जिले के स्कूलों को आत्म विश्वासी बनाने का आधार है जिसके तहत् अपने सरकारी स्कूल के बच्चे भी अब किसी पहलू में निजी स्कूलों के बच्चों से पीछे नही रहेंगे। जिलाधिकारी खनिज न्यास, जिला योजना, सीएसआर फंड से रू0 6 करोड़ का फंड जुटा जो अपने  जिले के स्कूलों को आधुनिक बनाने के लक्ष्य प्राप्ति की ओर तेजी से अग्रसारित है। मा0 मुख्यमंत्री के मार्गदर्शन में, डीएम के ‘‘प्रोजेक्ट उत्कर्ष’’ से जिले के स्कूल आधुनिक बन रहे हैं, जिसकी नीव जिलाधिकारी ने जिले पदभार ग्रहण करते ही रख दी थी। जिले के 168 माध्यमिक विद्यालयों में 884 बड़े एलईडी टीवी शीघ्र, आज जैम पोर्टल पर क्रय आदेश जारी हो गया है। जैम पोर्टल पर बिड अपलोड कर दी गई है। स्कूलों में वाईट बोडर््स, लाईट्स, आउटडोर स्पोर्टस सुविधा; रसोईघर, बिजली आपूर्ति, लाईब्रेरी पश्चात अब हर कक्षा कक्ष में टीवी स्थापित किये जा रहे है। जिलाधिकारी के इस प्रोजेक्ट में ओएनजीसी, हुडको ने उत्सुकता, दिखाते हुए सभी स्कूलों को फर्नीचर से संतृप्त कर चुके हैं तथा जिला प्रशासन का सह

योग कर रहे हैं। ज्ञातब्य है कि डीएम सविन बसंल ने नैनीताल, अल्मोड़ा में डीएम रहते इसी तर्ज पर सभी सरकारी स्कूलों को आधुनिक स्मार्ट बना चुके हैं।
जिलाधिकारी ने खनन न्यास से स्कूलों में डिजिटल शिक्षा एलईडी स्क्रीन लगाने हेतु 3.67 करोड़ का फंड शिक्षा विभाग को दिया है। शिक्षा विभाग ने जैम पोर्टल पर एलईडी स्क्रीन क्रय करने हेतु  क्रय आदेश जारी कर दिए है। जिले के 168 सरकारी माध्यमिक विद्यालय में 884 एलईडी स्क्रीन लगाए जाएंगे जिससे सरकारी स्कूलों के बच्चों को डिजिटल कक्षाओं से जुड़ पठन-पाठन की सुविधा मिलेगी।

जिलाधिकारी ने जनपद देहरादून में स्कूलों में मूलभूत सुविधा सहित वाईट बोर्ड, प्रत्येक कक्ष में दो एलईडी लाईट, फर्नीचर, आउटडोर स्पोर्टस आदि समुचित व्यवस्थाएं करने की दिशा में कार्य किया जा रहा है जिसके लिए 1 करोड़ की धनराशि मुख्य शिक्षा अधिकारी निवर्तन पर रखी गई।

स्कूलों में बच्चे पढ़ेंगे महापुरुषों की जीवनी, बच्चों को पढ़ाई के साथ कौशल विकास की शिक्षा देने का भी किया जा रहा है प्रयास खेल मनोरंजन के साथ पढ़ाई भी, कॉमिक्स, मैगजीन व समाचार पत्रों के माध्यम से देश दुनिया से रूबरू रहेंगे बच्चे जिलाधिकारी की पहल पर प्रत्येक स्कूल में न्यूज़पेपर, मैगज़ीन, शब्दकोश और महापुरुषों की जीवनियाँ अनिवार्य रखे जाने के निर्देश दिए ताकि बच्चे व्यवसायिक शिक्षा के साथ-2 महापुरूषों की जीवनी से परिचित हो सके। जिलाधिकारी ने स्कूलों की कक्षाओं में मूलभूत सुविधा, लाईट, पानी, पेयजल, शौचालय उपलब्ध हों पानी की टंकियों की मरम्मत सफाई एवं सुरक्षा हेतु इंतजाम के साथ ही गुणवत्तायुक्त पोष्टिक भोजन सुनिश्चित करने हेतु मुख्य शिक्षा अधिकारी एवं सम्बन्धित खण्ड एवं उप शिक्षा अधिकारियों को निर्देशित किया गया है।
