इन स्थितियों के बीच, वर्ल्ड आयुर्वेद कांग्रेस एवं एक्सपो-2024 का देहरादून में आयोजन उत्तराखंड के पक्ष में माहौल बनाने वाला साबित हो रहा है। सौ वर्ष पुराने आयुर्वेद कॉलेजों के उच्चीकरण की उत्तराखंड लगातार पैरवी कर रहा है। हालांकि उत्तराखंड ने ऋषिकुल कॉलेज को अखिल भारतीय आयुर्वेद संस्थान बनाने का प्रस्ताव केंद्र सरकार को भेजा था। केंद्र ने उत्तराखंड से इसके स्थान पर उच्चीकरण का प्रस्ताव भेजने के लिए कहा था। उत्तराखंड के आयुष विभाग ने इस संबंध में आवश्यक कार्रवाई कर ली है।

इस संबंध में लोक निर्माण विभाग ने उच्चीकरण से संबंधित डिटेल प्रोजेक्ट (डीपीआर) भी तैयार कर ली है। शासन स्तर जल्द ही इस पर निर्णय लिया जाना है। उत्तराखंड आयुर्वेद विश्वविद्यालय के कुलपति डॉ एके त्रिपाठी के अनुसार-केंद्र के सकारात्मक रुख को देखते हुए पूरी उम्मीद है कि जल्द ही ऋषिकुल कॉलेज का उच्चीकरण हो जाएगा। दूसरी तरफ, केंद्रीय आयुष सचिव वैद्य राजेश कोटेचा का कहना है कि उत्तराखंड के प्रस्ताव पर कार्रवाई गतिमान है और मंत्रालय का रुख सकारात्मक है।

पूरे देश में दर्जन भर है ऐसे कॉलेजों की संख्या

आयुर्वेद के सौ वर्ष पुराने कॉलेज पूरे देश में दर्जन भर हैं। उत्तराखंड इस मामले में भाग्यशाली है कि उसके पास हरिद्वार में ऋषिकुल और गुरुकुल के रूप में दो ऐसे आयुर्वेद कॉलेज हैं, जो सौ वर्ष से ज्यादा पुराने हैं। इनमें भी ऋषिकुल कॉलेज सबसे ज्यादा पुराना है, जिसकी स्थापना वर्ष 1919 में हुई थी। बहुत कम लोग जानते हैं कि महामना मदन मोहन मालवीय ने इसकी स्थापना की थी। गुरुकुल कॉलेज की स्थापना वर्ष 1921 में स्वामी श्रद्धानंद ने की थी।

ऋषिकुल में सात मंजिला हॉस्पिटल का प्रस्ताव

उच्चीकरण के लिए जो विस्तृत रिपोर्ट तैयार की गई है, उसके ऋषिकुल में सात मंजिला हॉस्पिटल का प्रस्ताव रखा गया है। उत्तराखंड आयुर्वेद विश्वविद्यालय के कुलपति डा एके त्रिपाठी के अनुसार-ऋषिकुल कॉलेज में मौजूद पुराने हॉस्पिटल को तोड़कर यह हॉस्पिटल बनाए जाने का प्रस्ताव किया गया है। ऋषिकुल कॉलेज के पास 25 एकड़ जमीन उपलब्ध है। वर्तमान में यहां पर 11 विषय में स्नातकोत्तर की पढ़ाई कराई जा रही है।

उत्तराखंड में आयुष से जुड़ी हर गतिविधि को बढ़ावा देने के लिए सरकार प्रतिबद्ध है। केंद्र सरकार का भी इस संबंध में राज्य को पूर्ण सहयोग मिल रहा है। हम उम्मीद करते हैं कि आयुष के संबंध में उत्तराखंड के जो भी प्रस्ताव है, उन पर जल्द ही मुहर लग जाएगी।
